The Secretary serves within the Health Administration Service (HAS) and provides clerical and administrative assistance to the organization. The Secretary plans and carries out the work of the office and handles problems and deviations in accordance with established instructions, priorities, policies, commitments and program goals of the supervisor.
This position is covered by the NAGE Bargaining Unit Agreement.
Duties
Duties may include but are not limited to:
Provides clerical and administrative assistance to the organization.
Determines nature of call or business of visitors.
Responds to requests for information and/or develops one-of-a-kind reports covering organizational or technically-oriented matters when information is available in office records and/or files.
Drafts replies to general inquiries.
Assembles requested information or follows up to see that personnel submit requested information within the specified time.
Develops methods for automating administrative reports, considering the interrelationship of reports and multiple uses of the data.
Applies knowledge of functional capabilities of different software types to select the vest software type for each report.
Secures for the supervisor documents, regulations, specific statistical and narrative program data and other matters of a technical nature from files of the organization or other organizations by contact with personnel at higher headquarters for other activities.
Applies knowledge of how the system works to determine the data categories to be established.
Applies knowledge of desk-top publishing capabilities to enhance the presentation of the data.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience GS-7 Grade Level: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Compiling and preparing a variety of reports using a variety of computer software; Reviewing correspondence to ensure it is grammatically correct and properly formatted; Receiving incoming calls and routing to appropriately; Developing methods for automating administrative reports; and Working knowledge of priorities, commitments, policies, and program goals for an organization.
NOTE: This position requires the skills of a qualified typist. In addition to meeting the experience requirement applicants will need to be able to type minimally 40 words per minute.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
Work Environment: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries and residences or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals, etc. The work area is adequately lighted, heated and ventilated.
