This position is located in the Bureau of Global Talent Management, Office of Civil Service Talent Management, Staffing and Classification Policies and Programs Division (GTM/CSTM/SCP). GTM/CSTM/SCP ensures that Human Capital (HC) goals and objectives are effectively and efficiently aligned with the Department's Strategic Plan and OPM's guidance and regulation. Provides oversight and administration of the Department's programs for Position Classification, Staffing, and other programs.
Duties
Serves as Chief of the SCP division with responsibility for managing, directing, and overseeing the activities of the staff in the assigned areas of staffing and classification policy and programs.
Provides overall near and long term leadership and coordination of, and exercises full first level administrative and technical supervision and direction over, the work of subordinate specialists.
Coordinates the integration of the division's programs with other human resources management programs to ensure achievement of organizational objectives,
assessing this impact, and planning short and long range goals toward program improvement.
Analyzes and evaluates new legislation and initiatives and provides recommendations and guidance to Services Providers, and Departmental Management regarding Merit System, Delegated Examining, and Fair Labor Standards Act designations.

- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience interpreting and applying Federal laws, regulations, principles and practices in the following human resources program management areas: recruitment, staffing, and classification.
Experience providing consultation and advisory services on federal human resources policies, procedures, and guidelines.
Experience reviewing, evaluating, and developing human resources policies, guidelines, and standard operating procedures in the following human resources program management areas: recruitment and staffing, classification, and position management.
Experience providing technical and administrative direction in developing, planning, and executing goals and objectives for the division and subordinate staff.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
