This position is organizationally aligned under the Clinical Directorate Mental Health at the Jesse Brown VA, Chicago, IL VHA Facility. The primary purpose of this position is to serves as a content matter resource for community-based suicide prevention and facilitates integration of suicide prevention education throughout the community. Duties
Major Duties:
Communication:
-Develops and writes communication products that articulate VA's National Strategy for Suicide Prevention to support the development of community coalition.
-Develops information that ensures public understanding, appreciation and support of Suicide Prevention 2.0 community-based suicide prevention programs.
-Researches communication requirements to determine the nature of the audience and other special considerations to enhance the development of suicide prevention coalition building.
-Coordinates any emerging issues related to the topic of communication as necessary.
-Implements VHA Community-Based Interventions for Suicide Prevention including collaborating with community, Veteran, and state partners to develop, conduct, and/or support community-based suicide prevention programs as defined and supported by the VHA Suicide Prevention Program.
-Oversees outreach to educate community partners, the media, VA and other government stakeholders (including Members of Congress) to enhance the development of suicide prevention coalitions.
Coalition Leadership and Management:
-Develops, facilitates, and strengthens Community-Based Interventions for Suicide Prevention (SP) at the community, state, and VISN levels.
-Connects VA programs and stakeholders-including, but not limited to, Veterans, Veteran Service Organizations, congressional staff, media, community business partners, and community members throughout the health care system and VISN catchment areas-to conduct community base interventions and provide outreach and education on suicide prevention related topics and services.
-Serves as a subject matter expert in public health and suicide prevention.
-Provides leadership for coalition management
-Disseminates program evaluation and surveillance data related to suicide prevention with community partners.
-Develops materials and training programs, in coordination with the SP team members, other facility and VISN stakeholders, and the National OMHSP office/MIRECC for staff and external stakeholders regarding suicide prevention in VHA and the facility.
-Develops and delivers education and outreach services that encompasses underserved veteran populations and expands SP coalition building in communities in the Facility's geographical catchment area and may include regional or state events.
-Develops and maintains content expertise in SP through, networking, internet access, published literature, national conference calls, and educational offerings and professional meetings.
-Promotes and utilizes evidence-based guidelines at all stages of program development and implementation.
-Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic - Individual Occupational Requirement:
Bachelor's degree or 4 years of education above high school leading to a bachelor's degree in behavioral or social science or a related discipline appropriate to this position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four (4) years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to the Individual Occupational Requirement as stated above the following is the experience or education requirement to qualify for this position at the GS-11 level.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of written and oral communications in order to develop presentations and speeches for community-wide presentations to a diverse audience group (e.g., senior leadership of non-profit and for-profit businesses, government officials, media engagements, Veterans, and community stakeholders; Knowledge of public health approaches, coalition leadership and management, and other community-based models for suicide prevention; knowledge of and experience in the development of strategic planning and management techniques, principles and practices relating to communications; Knowledge of training, education, curriculum development; Knowledge of innovations and best practices in community-based suicide prevention; Knowledge and skill sufficient for advising top management officials on aspects of crisis communications, recommending strategies for all aspects of communicating with the agency stakeholders and establishing standards for the development and evaluation of crisis communication and activities throughout an organization. OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position and been obtained at an accredited college or university. Transcripts Required. OR

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary and does not require any special physical effort. Work will require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
Working Conditions: The work may be performed virtually or in an office setting that may be shared with other staff. Office setting will be adequately lighted and climate-controlled office. Will require travel where work will take place in public forums.
