This position is located in Washington DC, with the Office of Federal Contract Compliance Programs (OFCCP), Division of Program Operations (DPO). The mission of OFCCP is to enforce, for the benefit of job seekers and wage earners, the contractual promise of affirmative action and equal employment opportunity required of those who do business with the federal government.
This position is outside the bargaining unit.
Duties
Oversees the identification of contractor establishments for annual compliance evaluations and verification of jurisdiction coverage for compliance evaluations and complaint investigations. Monitors a variety of technical services provided to regional staff regarding national office and field programmatic operations.
Maintains a constant review of compliance activities to determine the impact, efficiency, and effectiveness of program operations and the extent of program conformance with legal, technical, and procedural requirements.
Pinpoints operational problems and inconsistencies in the resolution of the executive order and other program violations and
advises the Division Director of projects that should be initiated, dropped, or curtailed; or of changes in emphasis that need to be made in the compliance program, including adjustments to objectives, priorities, and resource allocation locations to meet OFCCP
goals.
Oversees the preparation of periodic reports to the Division Director that summarize agency accomplishments, trends, and statistical programmatic and procedural aspects of compliance activities; advises departmental staff on the compliance history of individuals and contractors with whom the department wishes to engage; and the assignment of and completion of all correspondence, hard copy and email assigned to the Division for reply.
Oversees the conduct of regional accountability reviews of all aspects of program operations to determine the extent of conformance with legal, technical, and procedural requirements and the effectiveness of compliance activity.
Coordinates and participates in special reviews of regional and district-level program activities through follow-up
reviews, off-site audits, on-site visits, and review of data and documentation submitted by the field on request. Reports to the Division Director concerning review findings and recommendations.
Requirements

- Requires a supervisory probationary period if the requirement has not been met.

Qualifications
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service or private sector. Desired experience would include some of the following:
Developing analysis and evaluative methods to support improvement of program policies or procedures, and overall program effectiveness;
Establishing strategic plans and program policies to enable mission success;
Experience leading an agency-wide program and advising senior officials, program offices, the general public on policies, complex procedures, coordinating with various directorate offices and critical stakeholders.
