This vacancy is for a IT Specialist (Systems Analysis) Recent Graduate position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other IT Specialist (Systems Analysis), GS-2210, 7/9, FPL GS-9 positions within the Census Bureau in the same geographical location with the same qualifications and spec. experience.
Duties
Perform needed analyses to define opportunities for new or improved business process solutions.
Consult with customers to identify or refine functional requirements and translate functional requirements into technical specifications.
Assist with implementing software development life cycle processes and procedures.
Monitor and track project activities to satisfy customer goals and requirements.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS:
Basic Entry Requirements for All Grade Levels:
You must be a Recent College Graduates from qualifying institutions within two years of degree or certification (Veterans precluded by their military service obligation, will have up to six years to apply).
Students with a transcript with a degree confer date on or before (March 6, 2024), will be considered for the Recent Graduate Program. Graduation / expect graduation date MUST be indicated on your resume.
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Minimum Education Requirement: Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Specialized Experience for GS-7:
Specialized Experience: For the GS-7, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-5 in the Federal service. Experience for this position includes: assisting with translating business requirements into a system or inter-networking design; performing customer needs analyses to define new or improved business process solutions; assisting with building test plans, scenarios, and scripts to assess information systems against functional requirements; consulting with customers to define or refine functional requirements; assisting with system and application integration.
OR
Education: 1 full year of graduate level education or superior academic achievement.
Specialized Experience for GS-9:
Specialized Experience: For the GS-9, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-7 in the Federal service. Experience for this position includes: translating business requirements into a system or inter-networking design; performing customer needs analyses to define new or improved business process solutions; assisting with business process reengineering; building test plans, scenarios, and scripts to assess information systems against functional requirements; consulting with customers to define or refine functional requirements; implementing some phases of the software development life cycle; implementing process improvement standards; system and application integration; communicating technical information in person or in writing; working on projects requiring interpersonal, group and customer-service related skills.
OR
Education: Masters' degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree.
