This position is located in the Government Accounting Office as a Human Capital Specialist, the HCCC directs all areas of the recruitment, classification, and hiring process; advising and collaborating with managers to hire quality talent in accordance with merit system principles. You will serve as a technical advisor to management providing guidance and advice in the recruitment, staffing, classification, priority placement, veteran's preference, Schedule A, and other hiring flexibilities.

Duties

As a Human Capital Specialist, PT-0201-2your typical work assignments may include the following: The HCO, Human Capital Consulting Center is seeking an experienced professional to serve as an Human Capital Specialist to provide expert advice, guidance and support services on the full range of activities related to recruitment, staffing and classification. Serves as a HR Consultant providing authoritative advisory service in the application of human capital principles (i.e. merit system principles, prohibited personnel practices), law, and regulations to provide guidance to management, employees, and applicants related to recruitment, staffing, classification, compensation, including priority placement, veteran's preference, and Schedule A, and other special hiring authorities. - Conducts research utilizing policies, regulations, laws, and guide to processing personnel action to gather information and apply standardized analytical methods and techniques to accurately complete quality reviews, present information, and make recommendation and suggestions. Conducts in-depth job analysis to determine skills, abilities, experience, and training needed for effective work performance in desired positions, Prepare crediting plans, and vacancy announcement to recruit and fill various positions within the organization. Rates and ranks applicants and prepare referral lists for appropriate issuance to managers and/or selection officials Plans and conducts classification reviews by interpreting position classification and management principles, practices, and criteria to classify positions in various occupational series. Reviews and approves drafts of revised or new position descriptions, determining titles, series and grades within classification authority and provides advice and guidance regarding sound classification and Fair Labor Standards Act (FLSA) determinations through discussions with management officials, supervisors, and employees.- Utilizes an automated staffing, classification, and personnel/payroll system to execute recruitment, staffing, classification, and review and authorize personnel action assignments, including completing audits, retrieving reports and other HR data.

Qualifications

You may qualify at the PT BAND II level, if you fulfill the following qualification requirement: One year (52 Weeks) of specialized experience equivalent to the NEXT LOWER BAND or GS-11 grade level in the Federal service that demonstrates your ability to or comparable private/public sector experience which has equipped you with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as:- experience researching and applying a wide range of recruitment, staffing, and classification laws, policies, practices, and regulations to provide advice and guidance to managers, supervisors, employees, and applicants;- conducting in-depth job analysis and classification evaluation for administrative, technical and professional occupations to create assessment questionnaires and vacancy announcements; and- using automated HR systems to complete recruitment, staffing, and review of personnel actions assignments.
