Duties

Duties include (but are not limited to): Provide advice and recommendations on relative costs and benefits of alternative methods of a financing program. Formulation of annual and multi-year budget estimates. Gather, compare and correlate information concerning the projected cost of current and future organizations, programs, and activities Monitors the execution of the approved operating budget to assure that funds are properly allocated and are being obligated and spent in a timely and effective manner. Prepares periodic budget execution reports regarding the status of funds, obligations, spending plans, analysis, current trends, and future projections.

Requirements

  • You must be a U.S. Citizen or National
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation
  • You must be registered for Selective Service, if applicable
  • If selected, you may be required to complete a one year probationary period.
  • You must meet all qualification requirements upon the closing date of this announcement.

Qualifications

GS-12: To be eligible at the GS-09 level, you must meet the following condition, as defined below: Specialized Experience Specialized Experience: One full year of specialized experience equivalent to the GS-11 level in Federal service that involved performing budget or financial management work which demonstrates knowledge of budget and finance principles, practices, and methods to perform budget execution, formulation, financial reporting, and internal control functions. Examples of specialized experience include: Compiling and communicating fiscal information, orally and in writing to peers and higher-level government officials, including the development of formats for reports, studies, and charts; Completing budget schedules and worksheets and consulting with program officials regarding those items that need interpretation, clarification, or additional support; Working with the financial system and understanding its relationship to the budget process for reporting, analysis, and review of programs; Demonstrated application of financial management tools, financial management procedures, and applicable federal regulations, principles, directives, and practices for processing governmental transaction; Inputting and maintaining funding control data in the financial system, ensuring that the information is consistent with appointments; Guiding and preparing/collecting required information for designated fund control representatives; Collecting, clarifying, and consolidating program requests for funding, scalability, narrative justification, and impacts to funding decrements; or Comparing obligations and expenditures with program budgets and providing periodic presentations and reports to management on account balances; and provides analytical reports of reconciliation issues, including volume of inconsistencies, delays in processing, and facilitates corrective actions; or drafting procedures, instructions, and policy guidance for use by operating officials in planning and estimating funding needs for travel, personnel, and non-personnel expenses. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
