Duties

- Duties include (but are not limited to): Enters obligations, amendments, delivery and all actions into the official financial system. Runs reports as appropriate to research obligation errors and anomalies. Monitors and tracks obligations and expenditures for the district. Verifies that obligations and expenditures occur on a timely basis in accordance with regulatory controls and within the amounts programmed. Alerts supervisor to potential problems. Enters and assists with authorizations, vouchers and other actions in the official travel system. Runs reports as appropriate to research troubled authorizations, overdue vouchers, travel card issues and other anomalies. Monitors and tracks travel vouchers and travel card usage for the district. Promotes timely processing in accordance with regulatory controls. Alerts management to potential problems. Reviews obligations, expenditures, unobligated orders and available balances to ensure they are properly maintained, supported, and documented. May serve as Certifying Officer in the payment of bills. Conducts periodic reviews, identifying any problems or issues involving the obligation process. Suggests solutions and procedural changes to correct problems.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.

Qualifications

GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as performing budget or financial management work which demonstrates an intensive knowledge of budget and finance policies, principles, and practices sufficient to manage the budget process. Examples of specialized experience include compiling and presenting financial data into work sheets, budget schedules, and other supplemental reports needed for budget and funding reviews; preparing analyses of financial data in support of requests for apportionments or revisions of apportionments; preparing analyses of proposed allotments to determine consistency with program and financial policies and plans; or preparing special reports on budgetary issues or budgetary planning. Education: One of the following types of education in a closely related field (e.g., Accounting, Financial Management, Public Administration, Business Administration): a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher level graduate education leading to such a degree. Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
