You will serve as an INTERDISCIPLINARY (BIOLOGIST/GENERAL ENGINEER/PHYSICAL SCIENTIST/CHEMIST) in the Office of Technology Transfer of NAVAL RESEARCH LABORATORY.
Duties
You will be responsible for the commercialization of intellectual property in technology areas in chemistry, physical science, or computer science.
You will evaluate proposed business and development plans submitted by applicants for license.
You will be responsible for maintaining the Office of Technology Transfer's electronic records.
You will communicate with NRL scientists to identify technologies suitable for transfer and encouraging submission of invention disclosures on such technologies.
You will advise scientists on processes for technology transfer, including basics of intellectual property, commercialization, and confidentiality.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

For the NP-04:
At least one year of specialized experience equivalent to the next lower grade level or pay band (GS 11-13 OR NP-03) in the federal service or equivalent experience in the private or public sector in order to perform the duties of an Interdisciplinary (Biologist/General Engineer/Physical Scientist/Chemist). Specialized experience must include some or all of the following: 1) Identifying, interpreting, and applying laws, rules, and regulations relevant to Federal technology transfer (e.g. patents, licensing, royalties); 2) Advising on, coordination, and analyzing complex scientific, business, or legal matters; 3) Negotiating and presenting complex scientific, administrative, or legal issues orally and in writing; 4) Working with commercial product development; 5) Preparing, negotiating, executing, and maintaining Federal Government technology transfer agreements; and 6) Reviewing inventions for commercial viability and providing recommendations for decision making and inflection points for such inventions and related intellectual property.
For the NP-03:
At least one year of specialized experience equivalent to the next lower grade level or pay band (GS 5-10 OR NP-02) in the federal service or equivalent experience in the private or public sector in order to perform the duties of an Interdisciplinary (Biologist/General Engineer/Physical Scientist/Chemist). Specialized experience must include some or all of the following: 1) Exhibiting knowledge of and skill in the identification, interpretation, and application of laws, rules, and regulations relevant to technology transfer (e.g. patents, licensing, royalties); 2) Advising on, coordinating, and analyzing complex scientific, business, or legal matters; 3) Negotiating and presenting complex scientific, administrative, or legal issues orally and in writing; 4) Using databases, information systems, or software applications; and 5) Demonstrating knowledge of commercial product development.

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
or
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
0801:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
1320:
Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
