The primary purpose of this position is to serve as the Group Emergency management representative, War Readiness and Contingency planner and analyst, the Full Protection (FPCON) monitor and the Anti-terrorism Officer; analyzes, evaluates, implements and makes recommendations related to a wide range of security and war readiness issues.
Duties
Plan and manage the organization's Emergency Management program, formerly the Full Spectrum Threat Response (FSTR) program.
Administer the Group's industrial security program also serves as Wing monitor for the Resources Protection Program.
Develop and identify wartime manpower requirements for the Group Control Center.
Provide program planning, support, assessment, and services for all aspects of the Group's war, operational readiness, and emergency contingency plans to be implemented immediately upon notification.
Plan, conduct, and coordinate security site studies, projects, assessments, and surveys of the ALC airfield in relationship to anti-terrorism and force protection activities.
Work to achieve and support quality improvement in all products and services.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing as the organization's Emergency Management representative, War, Readiness and Contingency planner and analyst, the Full Protection (FPCON) monitor, and the Anti-terrorism Officer. The incumbent will also analyze, evaluate, implement and make recommendations related to a wide range of security and war readiness issues. Additional purposes are to represent the organization in all forums related to security, emergency management, and war readiness, conducting special studies pertaining to these issues. Conducts management studies for the organization. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of security information and concepts, programs, principles and practices to plan and implement security programs relating to Emergency Management (formerly FSTR), war, emergency plans and control center operations, including Industrial, Information, Personnel Security, and Program Protection.
2. Knowledge of Information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas.
3. Knowledge of investigation processes and procedures of suspected security incidents and violations, and loss, compromise or suspected compromise of classified information.
4. Knowledge of analytical and investigative techniques to measure the effectiveness, efficiently and productivity of programs involving highly technical areas such as Emergency Management (formerly FSTR), war plans, control center operations, security, etc.
5. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation.
6. Ability to review, analyze and manage contingency, mobilization planning and/or war reserve programs.
7. Ability to adapt or develop new analytical techniques for unique situations to measure improvements in program effectiveness.
8. Ability to communicate orally and in writing, clearly, concisely, and accurately.
9. Ability to plan, organize, and meet deadlines.
10. Knowledge of safety and security, and health principles, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Physical Demands: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
Work Environment: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences or commercial vehicles. The work area is adequately lighted, heated, and ventilated. Incumbent may be required to work outside based on mission requirements.
