This vacancy is for an Export Compliance Specialist (Direct Hire) in the Bureau of Industry and Security within the Department of Commerce.

Duties

As an Export Compliance Specialist (Direct Hire), you will perform the following duties: The duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of the selected employee. Conducts research and/or investigations of entities and transactions, evaluates findings, assesses evidence for factual and legal sufficiency, and determines whether further investigation is required to support an enforcement action. Serves as an authoritative bureau spokesperson to outside organizations to include diplomatic, military, enforcement, regulatory, and intelligence community counterparts for the purpose of receiving information and providing support to law enforcement investigations. Develops written recommendations for the identification of parties as investigative leads for law enforcement officials, overseas subjects for end-use check verification visits, and targets for administrative sanction based on export control violations or acting contrary to U.S. national security or foreign policy interests. Assists special agents and colleagues in more complex investigations: conducts research; develops investigative materials; assists in document review and case-file organization; recommends further action. Individually applies knowledge of at risk technologies, and national security threats while participating in the license pre-screening process and conducting strategic analysis of all-source data. This Job Opportunity Announcement may be used to fill other Export Compliance Specialist (Direct Hire) GS-1801-11/12/13 Full Performance Level (FPL) GS-13 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as: Conducting research and analysis of all source data; Preparing written reports on findings; and Making recommendations for further action. -OR- SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related -OR- COMBINATION OF EDUCATION AND EXPERIENCE: A combination of related graduate level education and specialized experience is also qualifying. NOTE: Only graduate education in excess of the first two years is qualifying for a combination. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as Preparing investigative reports related to export control regulations or national security issues ; Performing investigation, enforcement, or compliance work related to export control regulations or national security issues; and Ability to brief national security issues to senior officials. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Applying knowledge of U.S. laws and regulations which govern the investigative and/or compliance and/or federal law enforcement operations and information needs to craft written recommendations and serve as an agency representative. Recording, analyzing, retaining, and properly disseminating all source information; and Assisting with developing program strategies and contributing to department decisions.
