About the Position: This is a Direct Hire Solicitation. This position is located at Tripler Army Medical Center in Honolulu, Hawaii within the Labor and Delivery Unit. Salary negotiation may be available for those candidates who are new to Federal service. Federal employees in Hawaii are currently entitled to receive a 8.9% COLA rate Cost of Living Allowance (COLA) in addition to the base salary. This is subject to change. A locality rate of 21.79% has been authorized for Hawaii.

Duties

Directly supervises RNs/LPNs. Administer oxygen, IV fluids, electrolyte solutions, blood and blood products, prescribed medications. Manage nasal-pharyngeal, oropharynx, tracheal and gastric suction and other drainage tubes, specialized biomedical equipment and physiologic monitors. Assist physicians and nurse midwives in examination and treatment in the delivery room. Deliver babies in emergency situation. Recognize signs of distress and initiates emergency actions. Perform the circulation role in the operating room for planned and emergent cesarean-section, dilatation and curettage, cerclage insertion, and cesarean-hysterectomy. Provide comprehensive professional nursing care to patients with a variety of conditions. Plan and organize work to be accomplished, establishes priorities, makes assignments, monitors progress in terms of timeliness and accuracy of work performed, and makes temporary reassignment of employees between jobs to meet workload demands. Establish performance standards and prepares performance appraisals. Assist in the operational planning and execution of Tripler Army Medical Center Labor and Delivery. Instruct on new and existing policies and procedures and assist in interpreting and applying regulatory guidance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
  • A pre-placement medical examination is required.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.
  • Must be able to obtain and maintain certification in Advanced Cardiac Life Support (ACLS).
  • Must be able to obtain and maintain certification in Neonatal Resuscitation Program (NRP).
  • Must be able to obtain and maintain Intermediate Fetal Monitoring certification within 1 years of employment.
  • Applicants must be able to fulfill non-privileged professional credential requirements.
  • This position may include shift work (evenings, weekends, holidays).
  • This position may require the incumbent to work during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
  • This position may require the incumbent to work weekends and/or holidays.
  • Moderate to heavy lifting up to 25 pounds is required.
  • This position is designated at Mission Essential.
  • The work requires the incumbent to be able to hear, have good vision, above average agility and dexterity with use of fingers and hands, and have rapid mental and muscular coordination simultaneously to operate emergency equipment.

Basic Requirement for Supervisory Nurse (Clinical/Obstetrics-Gynecology): Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Licensure: Applicants must have passed the National Council Licensure Examination and possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Experience: At least one full year of professional nursing experience (equivalent to the 11). Professional Nursing Experience is defined as: one year of professional nursing experience equivalent to the GS-11 grade level in the Federal service which includes providing nursing care to obstetrics-gynecology patients, assisting the physician with procedures, and overseeing nursing personnel. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
