The primary purpose of this position is a developmental position with known promotion potential to the target position of Program Analyst, GS-0343-11. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.
Duties
Serves as the focal point for assigned logistics readiness programs and special projects.
Represents the Readiness Flight with a variety of installation and functional area organizations
Represents the Logistics Readiness Squadron on proposed deployment system changes and in planning and developing
deployment systems as required.
Works to achieve and support quality improvements in all products and services.
Provides organizational support.

Qualifications
You must meet one of the following qualification requirements by the closing date of the announcement and provide documentation to support your qualifications. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. OPM Quals
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other pay systems (may have been obtained in the federal service, military, public or private sector) and is described in detail in my resume. Examples of specialized experience includes: Establishing necessary travel and billeting arrangements, ensuring orders preparation, and briefing team prior to departure. Familiar with passenger movement guidance, monitoring Global Air Transportation Execution Systems and knowledgeable of Cargo Movement Operations System (CMOS). NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION:- Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: You must have a combination of the specialized experience and education as described in "1" and "2" above that equals 100 percent when combined to equal the required 1 year of specialized experience needed for this position. NOTE: YOU MUST SUBMIT COPIES OF TRANSCRIPTS WITH YOUR APPLICATION.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the organization of war, emergency and mobilization plans, and the relationship between command and local plans. General knowledge of laws, policies, regulations, and precedents as applied to war/contingency, emergency, and mobilization planning.
Knowledge of laws, regulations, policies, procedures, techniques and methods of assigned specialization and function.
Knowledge and skill to analyze procedural problems and evaluate recommendations.
Knowledge of transportation policies, regulations, and directives, and deviations regarding the base transportation deployment program.
Skill in designing and conducting comprehensive studies and preparing solutions to resolve real world problem/issues of effectiveness and efficiency of plan/procedures required for support of war/contingency operations.
Ability to communicate effectively, both orally and in writing; negotiate complex issues; organize and lead working groups; advise others; maintain good working relationships and cooperation from others through tact, courtesy, and diplomacy.
Ability to access or locate information using a personal computer or terminal; develop and utilize appropriate data collection techniques; plan and execute complex multi-faceted projects.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
