Duties

The primary purpose of this position is: Serves as the Air Force (AF) Information Operations (IO) Vice Branch Chief for within the Deputy Chief of Staff (DCS) for Operations (AF/A3). Serves as the focal point for liaisons with Headquarters Air Force (HAF), Major Commands (MAJCOMs)/Field Operating Agencies (FOAs)/Direct Reporting Units (DRUs) for IO issues. Develops AF policy, plans and guidance for IO program and awards. Uses complex quantitative and qualitative methods to identify and analyze emerging requirements, assesses impact on assigned program and develops solutions and develops AF policy, plans and guidance for IO programs and awards. Serves as a senior analyst and subject matter expert (SME) providing direct management support for a wide range of assignments to include centralized program management; complex special projects, studies, and analysis; and providing information to inform corporate oversight responsibilities and the leadership decision-making process. Exercises supervisory personnel management responsibilities. Represents the Air Force in a variety of Joint, OSD, foreign and non-government organizations exchange requiring coordination and program execution

  • Employee must obtain and maintain a TS-SCI security clearance and access to Special Access Programs. Member must be DCID 6/4 eligible with a current SBPR investigation.
  • Incumbent must be willing to take a Counterintelligence polygraph test for Special Access Program Tier-1 screening.
  • May be required to travel by military or commercial air to conferences, meetings, or other functions.
  • On rare occasions, position may require some overtime and work on holidays and weekends.
  • Position may require on-call support after normal duty hours.
  • May be required to perform other duties as assigned
  • Prior IO experience (e.g., MILDEC, MISO or OPSEC) strongly desired.
  • Member must complete of a DoD-approved IO course, if not already accomplished.
  • Bachelor’s degree plus some master’s degree work required (any discipline) (BA/BS+) highly desired.
  • This is a Centrally Managed position in the Operations career field.

Qualifications

This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, tactical airlift, tactical training, rescue, deployment, mobilization, PPBS, acquisition, special operations, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, contingency, or similar operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating the effectiveness of planning actions as it relates to IO activities. Basic knowledge of the laws, functions, concepts, principles, policies and procedures pertaining to Deception Activities, OPSEC and MISO. Knowledge of the mission, roles, functions, organizational structures and operation of DoD and Air Force organizations to provide collateral level staff guidance and relationship of the various Air Force entities involved in the overall planning, assessment and execution of IO activities. Knowledge of a wide range of qualitative and or qualitative methods for the assessment and improvement of airpower plans and procedures for conducting major operations such as war, military operation other than war, mobilization, deployment. Knowledge of the PPBE process linked to Air Force Corporate structure planning methodology. Knowledge of the relationship of the various Air Force entities involved in the overall planning and execution of IO activities. Ability to speak and write effectively, prepare highly complex, sensitive issues and statements for senior military, government and private sector management officials. Ability to give briefings, chair meetings, lead task forces and prepare reports for General Officer (GO)/Senior Executive Service (SES) level is a must. Ability to plan, organize, direct the functions, mentor, motivate and appraise the staff, negotiate complex issues and maintain good working relations. Skill in leading small, expert groups to generate ideas in support of highly complex Department of Defense initiatives. Ability to apply analytical and evaluation techniques to the identification, consideration and resolution of issues or problems consuming the efficiency and effectiveness of managing the IO Branch. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
