Duties
This position serves as a Natural Resource Specialist (Wild Horse and Burro) for the Color County District.
Assists and administers program within the principles if the Wild Horse and Burros Act and 43 CFR 4700 regulations.
Prepares and implements documents such as Gather Plan EAs and Herd Management Area Plans.
Participates as a member of the District/Field Office Interdisciplinary Team. Plans, schedules, and organizes the gathering and removal of wild horses.
Monitors and evaluates rangelands use by wild horses, also conducts and maintains census of wild horse and burro populations.
Provides technical direction and quality control for wild horse Herd Management Area inventories and monitoring, allotment evaluations and management plans.
Operates a government vehicle which includes hauling wild horses in trailers up to 36 feet in length (e.g. gooseneck and bumper pull).
Maintains cooperative relationships with user groups, government officials, professional interest groups, animal rights, humane, and animal control organizations.
Ensures Wild Horse and Burro education materials are available to the public and other interested parties.
Participates as a member of the State Adoption Team for events held throughout Utah and serves as a member on the Utah Wild Horse and Burro Team for gathering.
Assists with informal and formal coordination and consultations necessary to effectively carry out Wild Horse and Burro program related activities.
Utilizes automated systems (hardware/software, data) to carry out program responsibilities.

Qualifications
Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:
Must have (or can obtain within 1 year) and maintain an annual firearms certification.
Must have (or can obtain within 1 year) a certification as a Contacting Officer Representative (COR) and/or a Project Inspector (PI).
Must have (or can obtain within 30 days) and maintain a valid state driver's license.

To qualify at the GS-12 level you must meet the following:
Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level equivalent in difficulty and complexity to perform the duties of a Natural resource Specialist. Qualifying specialized experience includes: conducts public meetings; makes contact with WH&B interest groups, grazing permittees, and local law enforcement agencies; plans/implements all WH&B removals by preparing task orders and supervising contract operations; initiates/writes (National Environmental Policy Act) NEPA documents; and effective communication.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work of this position involves a combination of office and field work. The incumbent must be in reasonably good physical condition in order to perform field assignments that require strenuous walking, riding horseback, and climbing over rough and mountainous terrain. The work involves heavy lifting, bending, and working horses up to 1500 pounds, as well as lifting hay bales up to 100 pounds, metal panels, construction materials, and wire rope.
Work Environment: The majority of the work for this position will be in the office with visits to the Herd Management Areas and visits to the holding facility for contact inspections and compliance. Hazards inherent to the handling of WHB including being kicked, scratched, bitten, falling or being run over. Driving vehicles and hauling WHB requires safe operation for on highways, in facilities, off road and rough road terrain in all weather conditions. Work will be outside in HMA's, corrals, and other areas in all conditions (i.e., dusty, rainy, snowy, humid) and temperatures (i.e., over 100 degrees F, below zero temperatures). There are risks related to slipper, muddy, frozen, uneven and rocky ground.
Education
BASIC EDUCATION REQUIREMENT:
A) Degree: In biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B) A combination or education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
