Duties
These positions serves as a Natural Resource Specialist for the West Desert District and Color Country District.
Serves as a member of an interdisciplinary team of BLM specialists to draft and/or review analysis of potential impacts to natural resources by proposed land uses in National Environment Policy Act (NEPA) documents.
Assesses area pest control, pesticide use, goals, and priorities.
Collects field data and create maps using appropriate Geographic Information Systems (GIS).
Drive UTV with a mounted sprayer and using a trailer for hauling equipment.
Serves as the Field Office primary lead for the coordination and implementation of threatened and endangered plants.
Mix pesticides and herbicides for weed treatments and obtain IPM license for the state of Utah.
Serves as the Field Office native plant and seed coordinator, including issuance of permits.
Responsible for providing professional expertise for forestry and vegetative products in the management of BLM administered lands.
Participates as team leader or team member in preparing documentation for ESR plans.

Qualifications

In addition to the basic education requirement, to qualify at the GS-11 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of a Natural Resource Specialist. Qualifying specialized experience includes: knowledge of budget and annual work plan processes; knowledge of land management policies and procedures; prepare reports and making presentations, independently perform projects/assignments and resolve natural resource management problems.
-OR- Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D. or equivalent doctoral degree in a related field of study.
-OR- Combination of Graduate Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work includes both office and field conditions. Office work involves lengthy periods of intense concentration on technical details. Most field work requires a certain amount, of physical stamina under a variety of arduous conditions, including travel by vehicle, off-road vehicles (i.e., UTV's), or foot over rugged, slippery, and/or hazardous terrain, exposure to adverse temperatures and weather conditions, as well as physiographic extremes.
Work Environment:
Office work is performed in a typical office setting. Field work involves driving over very rough terrain using four wheel-drive. It also includes walking over rough terrain for long hours with wide temperature variations ranging from below freezing to over 115 degrees F. There is a possibility of encountering poisonous snakes and reptiles, and cacti and other hazards, including hazardous materials left on public lands. The incumbent will carefully adhere to all safety procedures to mitigate hazards encountered.
Education
BASIC EDUCATION REQUIREMENT:
A) Degree: In biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B) A combination or education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
