Duties
Prepares monthly reports summarizing actual obligations of the major Buildings and Facilities (B&F) projects (within the confines and parameters of the financial management information system).Performs continuous review of the B&F and Asset Forfeiture Fund (AFF) appropriations’ progress/status through internal fund control spreadsheets, obligation and expenditure reports and construction work progress reports.Prepares budget estimates from “zero-base” and current year base level for inclusion in the Budget Development Branch’s presentation and justification before the Department of Justice (DOJ), Office of Management and Budget (OMB) and the Congress.Assists the supervisor in providing back-up materials for review and consideration by the Central Office B&F Budget Committee and Bureau witnesses appearing before DOJ, BOP, OMB and the Congressional Appropriations Subcommittees.Assists in overseeing and monitoring of over 40 B&F positions to ensure that authorized ceilings are not exceeded.Assists in the analysis of the B&F budget.Oversees and monitors all B&F reserve projects through an automated internal fund control log to ensure proper funds availability.

Qualifications
To be considered for the position, you must meet the following qualification requirements:Education:GS-11: Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related.Graduate Education: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.GS-12: There is no substitution of education for specialized experience at this level.ORExperience:You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and must typically be in or related to the position to be filled.Some examples of this qualifying experience are:GS-11:
Experience in entering and retrieving data from a computer system and/or automated database.
Experience monitoring obligations and expenditures.
Experience using Microsoft Excel to perform calculations and format information for presentations in response to requests for information.
GS-12:
Experience in analyzing budget submissions for consistency with established policies.
Experience in applying financial management theories and principles.
Experience writing budget justifications.

Combination of Education and Experience:GS-11 only: Have a combination of education and experience are qualifying for all grade levels for which both education and experience are acceptable.If applicable, credit will be given for paid and unpaid experience.
