Duties
This position is in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Office of People Science (OPS), Human Resources (HR), Awards and Performance. Incumbent is responsible for providing guidance, consultation, and assistance to managers, supervisors, and employees on all employee performance management matters for OIT customers.
Major Duties Include:
Research performance and awards policies, regulations, and reference materials to analyze information, select appropriate approach and recommend corrective action
Analyzes performance and awards programs to determine appropriate improvements, amendments, changes and needs of the agency.
Anticipates problems that management may encounter and accomplishes preventive HR management.
Provides technical advice and guidance to customers of a variety of complex issues as they relate to employee performance and awards.
Provides expert advice on policy, directives, and guidelines on a full range of matters pertinent to performance and awards.
Assures that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of the mission requirements, equal employment opportunity objectives and the Federal Merit System.
Reviews and studies regulations, standard procedures, and to determine the best methods and techniques to be practiced in meeting these requirements.
Provides technical advice, assistance, and consultation to customers (face-to-face and telephonically) on a broad range of ongoing cases, problems, and policy questions involving subject matters relating principally to performance and awards.
Exercises significant supervisory responsibilities in dealing with officials of other sections or organizations, or in advising management officials of higher rank.
Work Schedule: Monday- Friday, 8:00 a.m.-4:30 p.m.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized 50% telework and selectee will be expected to report to the nearest VA/government facility the remaining 50%.

Qualifications
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical, or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: advising managers about appropriate performance plans, elements, and standards; conducting research on complex legal or regulatory issues involving performance management and awards issues; serving as a performance management specialist or coordinator.

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical, or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: experience providing management consultative service involving performance management and awards issues to render expert advisory service and/or authoritative policy interpretations on highly complex agency-wide issues; serving as a recognized senior advisor by other senior HR staff and program managers in issues related to performance and awards; reviewing performance/awards policy to ensure consistency in their application and recommend modifications; reviewing performance standards and appraisals for regulatory compliance and analyses for trends and problem issues such as disciplinary, impact on employee morale, supervisor/managers responsibilities, and legal implications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
