This vacancy is being used to recruit for analytic positions in the Strategic Information Branch and the Expenditure Analysis branch. The position(s) report(s) to the corresponding Branch Chief This position is located in the Washington, DC Commuting Area in the Global Health, Office of HIV/AIDS, the Strategic Information, Evaluation and Informatics Division, at the U.S. Agency for International Development (USAID).

Duties

Leverage subject matter expertise and significant mastery of global health with a broad range of data analytics tools, analytic concepts, and techniques to explain, address, and support program effectiveness and operational challenges. Design, develop, implement, and manage methods for capturing and converting structured and unstructured data for reporting and analysis. Design, develop, synthesize, and display data and information using interactive reports, dashboards, and visualizations. Foster and support increased use of data, data analysis, and data-driven decision-making through OHA and USAID Missions. Provide data analytics and strategic information technical assistance for program performance monitoring and accountability to improve HIV programs. Communicate effectively about data and data analysis of the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and global health landscape to a wide range of audiences, including those who have limited experience working with data.

Qualifications

Basic Education Requirement: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. SELECTIVE PLACEMENT FACTOR: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The selective placement factor for this position is: Do you have experience providing guidance or support on strategic information and integrated data analytics. Assisting with developing policies, strategies and plans for international HIV and global health programs for agency or sector-wide application? Specialized Experience: GS-12: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-11 level. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) experience in providing technical support in strategic information and integrated data analytics in support of strategic HIV planning, programming, budgeting and management for middle and low - income countries; AND (b) experience in supporting technical/program teams at HQ and at the country level on data management, analytics and use for project performance management and accountability. GS-13: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-12 level. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) experience in providing technical support in strategic information and integrated data analytics in support of strategic HIV planning, programming, budgeting and management for middle and low - income countries; AND (b) experience in supporting technical/program teams at HQ and country level on data management, analytics, and use for project performance management and accountability; AND (c) experience in managing, and providing guidance for data management, analysis and visualization for use in HIV/AIDS programs; AND d) experience in supporting the development of policies, strategies, and plans for HIV/AIDS and global health program strategic information. GS-14: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-13 level. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) demonstrable expertise in providing intellectual leadership on strategic information and integrated data analytics in support of strategic HIV planning, programming, budgeting and management for middle and low - income countries; AND b) experience in leading data analytics project and supporting technical/program teams at HQ and country level on data management, analytics and use for project performance management and accountability; AND c) experience in implementing, managing, and providing strategic direction and guidance for data management, analysis and visualization for use in HIV/AIDS programs; AND d) experience in developing policies, strategies, and plans for HIV/AIDS and global health program strategic information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position.
