Part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. Serves as the data scientist responsible for this effort and is the technical authority for data management including data sharing, data governance, and data science lifecycles. Duties primarily revolve around making use of the data for analysis supporting the Joint Staff.
Duties

As a DATA SCIENTIST at the GS-1560-14 some of your typical work assignments may include:
Provides expertise in data management and data governance and is responsible for developing and implementing data management, strategies, policies, and procedures to optimize data quality, integrity, security, and accessibility that align with organizational goals and objectives;
Identifies requirements, develops, and implements capabilities, architectures, systems, and applications to enable knowledge and data exchange to improve DoD, multinational and interagency performance in experimentation and associated activities;
Plans and executes data science lifecycles and knowledge of appropriate use of artificial intelligence/machine learning (Al/ML) projects in accordance with best practices and DoD AI standards;
Applies different methods, processes, algorithms, languages, and tools depending on the data received from external organization and who owns and produces the data;
Manages a portfolio of projects, works independently, monitors and coordinates project activities, develops project management plans including project
selection/prioritization/evaluation, estimates resource requirements, cost schedule management, risk management, quality management and resource allocations;

- Incumbent may be required to work other than normal duty hours including evenings, weekends, and holidays, and will be compensated within the scope/guidelines of government civilian employment.
- May be required to perform travel from 5-10 nights per month or longer, if necessary, CONUS and OCONUS. Member must be willing and able to travel on military and commercial aircraft, vessels, and/or vehicles.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Applies oversight of capability and system configuration management to manage a multi-project development and decision-making processes, technical and functional system verification, validation and testing, and implementation and operational testing, maintenance, and improvement, and ultimately disposal;
Plans, develops and maintains data quality improvement plans and provide guidance to stakeholders;
Organizes, coordinates, and lead multiple projects associated with data management and system integration to evaluate progress, advise other managers on potential problems; recommend resolutions to significant issues, identify risks, and re-direct work efforts associated with changes;
Utilizes analytical processes/problem solving skills used to conduct studies and ability to organize, compile, synthesize, and present recommendations of the studies to properly assess and impact project requirements, and to develop innovative solutions;
Applies current and future information environments, ecologies, technologies and capabilities, and ability to gain knowledge of DoD policies, processes, and standards that govern knowledge, data and information sharing and systems for joint, multinational, and interagency applications to support the development, production, and implementation of Departmental and multinational policy guidance documents.

Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position
OR
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
