You will serve as a DATA SCIENTIST in the Department of the Navy of NAVAL INFORMATION FORCES.

Duties

You will conduct quantitative and qualitative analyses on a variety of HR variables and fiscal constraints to identify relationships and appropriate methods of measurement and modeling for policy and performance decision support. You will identify historical trends and combine, analyze, and interpret complex data to develop data driven organizational solutions. You will utilize advanced mathematical, statistical, artificial intelligence to conduct studies, data analysis, and modeling, to produce predictive models. You will develop and evaluate innovative organizational metrics relative to the formation, reengineering and delivery of human capital services and programs to customers and determine algorithms for projections, forecasting and modeling of data.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to attend schools and conferences to attain/maintain expertise and provide command position as a NAVIFOR representative.
  • You may be subject to work other normal duty hours (overtime or comp time), which can included evenings, weekends, or emergency.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: GS-13 Experience serving as subject matter expert responsible for the application of operations research and advanced data analysis techniques. Experience performing a wide range of complex analytical, mathematical and statistical research that inform operational requirements and provide options on how to best implement data driven solutions. Experience planning, coordinating and executing studies of marked difficulty and responsibility that address advanced data modeling techniques and procedures, data trend analysis and the development of mathematical data algorithms. Experience leading the development and documentation of tools for assigned data programs and projects. Experience providing analysis, produces data analysis leveraging data science methodologies and applying modeling techniques and procedures in support of the Navy's migration to data driven initiatives that increase the velocity of relevant data to the point of need. Experience serving as subject matter expert identifying, developing, and integrating pertinent information, including internal and external sources, through various data collection procedures and technologies, including emerging data science and big data methodologies. Experience extracting relevant information from historical datasets. Experience identifying, creating, and employing the appropriate statistical, algorithmic, mining, forecasting, predictive, and visualization techniques- Experience evaluating information in relation to its impact on decision-making implications. Experience serving as technical lead responsible for assisting in coordinating and executes studies of marked difficulty and responsibility that address advanced data modeling techniques and procedures, data trend analysis and the development of mathematical data algorithms. Experience assisting in the development and documentation of tools for assigned data programs and projects. Experience providing analysis, produces data analysis leveraging data science methodologies and applies modeling techniques and procedures in support of the Navy's migration to data driven initiatives that increase the velocity of relevant data to the point of need. Experience as technical lead renders in-depth proficiency level sufficient to assist, consult to, or lead others in the application of operations research techniques and in-depth knowledge of data science techniques and methodologies such as machine learning, predictive analysis, prescriptive analysis and optimization, and other emerging analytical techniques. Experience anticipating, identifying, and defining major problems and future needs, seeking root causes, and developing practical courses of action with timely solutions. Basic Requirements:
  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

    or

  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

GS-12:
Successful completion of a Ph.D. or equivalent doctoral degree
