The primary purpose of this position Management Analyst GS-0343-9T12 is to provide expertise, advice, and recommendations regarding organization's compliance. Evaluates the deficiencies the data repository inputs to ensure that deficiencies are properly documented to support correction of nonconformities and risk reduction.

Duties

Serve as Complex or Group Corrective Action Coordinator Prepare consolidated management reports and trend indicators to support Corrective Action Reporting (CAR) requirements. Meet with various Complex and Group management levels and other personnel to resolve problems using analytical techniques. Participate in problem solving and perform special assignments related to Corrective Action Reporting (CAR) processes.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the GS-0343, Management and Program Analysis Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Specialized experience is experience in: understanding the theory and principals of management and organization in the review and analysis of a variety of administrative/clerical processes and procedures in the branch organization and applying qualitative and quantitative techniques in the identification, consideration, and resolution of issues or problems of a procedural or factual nature. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of one full year of graduate level education or superior academic achievementmay be used to qualify applicants for the GS-9 level. GS-11 SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Specialized experience is experience in: applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and the ability to apply accepted analytical techniques and evaluation criteria to the measurement and improvement if program effectiveness and/or organizational productivity. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Specialized experience is experience in: adapting analytical and evaluating criteria to identify and resolve a wide variety of substantive organizational issues in support of team building and corrective action training programs and processes; and preparing responses and in organizing and delivering briefings to managers to encourage understanding and acceptance of the Corrective Action Reporting (CAR) processes and result/recommendations of team building sessions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of Complex and Group's Quality Management System. Ability to prepare reports, plans, programs and time lines for review by management. Knowledge of the relationship of the Complex's various Group and Squadron entities involved in overall program planning and execution of logistics support to our military customers. Ability to establish and maintain relationships with key individuals/groups outside the immediate work unit to include AFMC and other MAJCOMs, and representatives from other services. Knowledge of the wide variety of logistics, production management, and financial data bases within the Complex. Knowledge of analytical procedures, including risk based planning techniques and methods used to examine, verify, and analyze information, records, statements and reports. Ability to plan, organize, and negotiate effectively with senior analysts and management officials to review and accept recommendations where proposals involve resources and require changes in established concepts and procedures. Ability to develop and use appropriate data collection techniques. Ability to interpret, adapt, and apply Corrective Action Reporting (CAR) data for the continuous improvement of the quality management system. Ability to negotiate issues and to work effectively with a diverse group to develop common objectives. PHYSICAL DEMANDS: In addition to the work performed at a desk, the duties regularly require extended periods of walking, standing, or bending while observing production operations, witnessing tests, or examining materials and processes. Work will require the capability to handle heavy workloads, extreme pressure, occasional long or irregular hours and continual problems. Occasionally working in confined spaces is required for on-site audits and inspections. The carrying of light objects may occur in the course of a normal workday. WORK ENVIRONMENT: In addition to the work performed in an office setting, the duties involve regular and recurring visits to production, storage, or office areas. Site visits outside the office are routinely performed in such areas as aircraft hangars, flight line, maintenance shops, and laboratories. Such visits may require use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection, and hard hats, as well as observance of appropriate safely precautions. May require occasional travel.

Education

TARGETED POSITIONS: This position is a developmental (GS-09 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
