The incumbent will report to the Chief Radiology Technologist and coordinate activities between members of Biomedical Engineering, Information Resources Management, Imaging, Cardiology, Dental and Pathology and other services. The incumbent will play a key role by providing technical expertise in the development, implementation and operation of a facility-wide picture archiving and communication system.
Duties
Duties and responsibilities include, but are not limited to:
Analyzes computers and related equipment (hardware) in terms of feasibility, compatibility, and cost-effectiveness for purchase and use within the agency.
Maintain worklist and VISTA Imaging gateway for Telehealth, dermatology, dental, tele retinal and Orth view, which are entities outside of Radiology.
Additionally, maintain Impax and Vista Rad for clinician workstations within and outside of Radiology including the CBOC.
Analyzes equipment needs for a regional or national integrated information system.
Performs analysis to evaluate computer equipment requirements for automated systems in place.
Analyzes, acquires, documents, tests, implements, integrates, maintains, or modifies computer systems or software.
Evaluates computer equipment with regard to its selection or utilization or designs systems and software for accomplishment of work through computer technology.
Performs work in the development, testing, implementation, evaluation, and maintenance of PACs, voice recognition or other software systems to accomplish the work of the facility (DSL) and VISN through automation.
Works with users to identify the need for automation, outline the parameters and characteristics of the system, and ensure that the resulting system meets the needs of the user(s).
Works with users to define problems, designs solutions, and tests and implements software, for a regional automated system or a segment of an agency-wide system.
Trains users and other ADP personnel as needed on system design, use, and interface with other systems. Designs, selects, maintains, and/or administers various components of a computer system.
Manages, administers, and ensures security, maintenance and operations of database systems.
Designs and disseminations training materials, local standard operating procedures (SOP) manuals, and provides for the implementation of commercial P ACS, and VISTA Imaging programs through on-site educations and training.
Responsible for the coordination, planning, implementation, and training for Radiology service and for all medical staff and off-site facilities for various inflation technology VISTA packages, VISTA Imaging, Mammography Reporting System (MRS), Computerized Auto Detection (CAD), Power scribe, Vista File man and Importer III.
Develops, selects, and/or maintains databases to obtain greater efficiency in computer memory and processes; determines organization of data in the database and assign names and definitions to the various records and fields; and oversees the security system and controls the information placed in or deleted from the database.
Designs, develops and maintains one or more Local Area Network (LAN) systems, e.g. PA Cs, Powerscribe, transcription, etc.
Installs and configures computer systems including personal computers (PCs), microcomputers, and workstations.
Acquires, modifies, evaluates, and uses software intended to ensure that automated systems are secure from unauthorized use, viral infection, and other problems that would compromise classified information, confidentiality or privacy of data, or other aspects of overall system security.
Analyzes requirements for a range of user communication needs. Develops or revises overall telecommunication plan for a large medical center that includes several different operating environments and a full range of telecommunication systems including significant specialized requirements.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing technical expertise in the development, implementation and operation of a facility-wide imaging system. Responsible for the coordination of activities assuring optimal performance of Picture Archiving and Communication (PACs) Systems, Voice Recognition systems, ADP AC for Imaging Service (Radiology Package) and other computer applications and systems employed in Diagnostics. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a related Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate education.
