Duties
The primary purpose of this position is: To serve as senior Air Force strategic planning analyst and integrator in HAF/A8XZ, Special Programs Integration Division, Deputy Chief of Staff for Plans and Programs at Headquarters US Air Force to utilize Air Force strategy, planning, and programming process (SP3) expertise to develop, evaluate and disseminate the full range of SP3 products including annual Strategic Planning Guidance, Plan to Program Guidance, and Resource Allocation Plans.
Applies expert knowledge of the Strategy, Planning and Programming Process (SP3) to the development of the Special Programs Resource Allocation Plan (RAP).
Analyzes and evaluates the effectiveness of strategic priorities and develops fully burdened courses of action to integrate support plans to achieve those priorities.
Prepares and presents briefings suitable for the CSAF and SECAF; briefings may be controversial, highly subjective, and not readily susceptible to verification until actual operational situations are encountered.
Maintains a continuous liaison with other Air Staff, MAJCOM staffs, Core Function Leads, Office of the Secretary of Defense, other service headquarters counterparts, and DOD agencies to support Air Force strategic planning.

Qualifications
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes Mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming policies and guidelines; and a thorough knowledge of DOD and Air Force strategic planning and programming in support of operational and strategic plans and planning scenarios; provides expert counsel, analytical services, and advice to higher levels of management. High degree of skill in analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending fiscal decisions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Department of Defense, Planning, Programming, Budget, and Execution System (PPBE). Knowledge of the Air Force Strategic Planning and Programing Process (SP3). Knowledge of Department of Defense AF policy and procedures for developing the Resource Allocation Plan (RAP); knowledge of methods for cost assessment, balanced force development, and creating integrated capability solutions.
Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of strategic planning actions as related to developing events.
Knowledge of Defense Strategic Guidance (DSG), the Joint Strategic Capabilities Plan (JSCP), Defense Planning Guidance (DPG) and the Guidance for Employment of Forces (GEF), Air Force Doctrine, concepts of operation, planning scenarios, strategic environment assessments, and expertise as it applies to assigned plans, scenarios and related programs, and knowledge of capabilities, weapon systems, concepts of employment and related support systems.
Knowledge of the relationship of the various Air Force support plans involved in overall planning and execution of Air Force· Strategy, Planning and Programming Process (SP3) planning and the way the PPBE process interacts with them. Knowledge of Air Force Strategy and planning documents to include, developing strategic guidance, integrating support plans, accessing 30-year life cycle costs for Air Force Key Capability Assets, and understanding the priorities of various Air Force entities and the integration of them in support of senior leader strategic priorities.
Ability to gather, assemble, and analyze facts, conduct quantitative and qualitative analysis, synthesize information, and draw conclusions, devise recommended solutions, and develop briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Negotiates complex issues and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
