The Civil Rights Cold Case Records Review Board, an independent agency established by the Civil Rights Cold Case Records Collection Act of 2018, works with government agencies to accelerate the release of civil rights cold case records related to incidents occurring between 1940 and 1979. The incumbent leads a team of researchers and is responsible for developing methods and providing training for accessing, researching, and analyzing government-held records to support the work of the Board.
Duties
Under the supervision of the Board and Chief of Staff, the incumbent:
Supervises the performance of a specialized team of five or six researchers, regularly using independent judgment when making assignments and balancing workload of subordinate staff within the office.
Defines research projects, develops research plans, and ensures those projects are completed on time.
Develops and improves methods and provides training for accessing, researching, and analyzing government-held civil rights cold case records.
Synthesizes information, providing comprehensive documentation and summaries of research findings.
Works with the team of records researchers to collect, access, and analyze information within, and relevant to, federal records on civil rights cold cases.
Assists the Board with reviewing records obtained from federal agencies and other entities and provides recommendations on records release and postponement.
Meets with and provides progress reports of the status of the civil rights cold cases to the Board.
Qualifications
You qualify for the GS-13 grade level if you meet the following requirements:
You have at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Accessing government-held records to support program research;
Conducting archival and/or investigative research using legal, newspaper and historical databases and archival finding aids;
Cultivating relationships with other organizations to ensure expedited release of records; and
Overseeing subordinates to ensure the completion of work.

Education
Master's degree or higher in a relevant field (e.g. history, journalism, law, political science, library science, etc.) AND minimum of 3 years of relevant experience;
OR
Bachelor's degree in a relevant field (e.g. history, journalism, law, political science, library science, etc.) AND a minimum of 5 years of relevant experience.
