About the Position: MICC-Ft. Leonard Wood provides customer support in the acquisition of quality, cost effective and timely delivery of services, construction and supplies to sustain the warfighter and support the missions of the Maneuver Support Center of Excellence, Fort Leonard Wood Garrison activities and tenant organizations.
Duties
Serve as a warranted Contracting Officer with limited signatory authority, executing selected contractual requirements for supplies, equipment, construction, or services on behalf of the government.
Perform pre-award and post-award contracting functions in the development, justification, coordination, and completion of a large number and variety of procurement transactions from time of receipt to award, administration, and close out.
Review procurement actions for complex equipment and services to assure completeness.
Provide guidance in the development of the statement of work and data requirements.
Explain Federal contracting procedures to potential suppliers and determines the most advantageous time to solicit bids for expanded competition.
Respond to inquiries, including formal protests and Congressional inquiries from interested parties.
Attend conferences and exhibits, or initiates meetings with industry associations, Small Business Administration, and others for the purpose of expanding competition.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.
- Business travel will be up to 25% of the time.

Basic Requirement for a Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Analyzing procurement plans to ensure compliance with regulations; and 2) Evaluating cost analysis to conduct negotiation of contract prices, terms and conditions; and 3) Implementing contractual guidance and/or processes for the procurement of goods and/or services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
