About the Position: Serve as Equal Employment Manager for the San Francisco District. Ensure that the Equal Employment Opportunity (EEO) program is in compliance with the law and regulations, is designed and administered to improve the utilization of minority groups and women and to ensure equal treatment to all employees.

Duties
Serve as principal advisor to the District commanding officer and manage the equal employment opportunity program for the District.
Develop recommendations to management on the amount and types of resources needed to achieve program goals.
Analyze management practices, organizational structure, employment patterns and lines of progression to determine their impact on equal employment opportunity and upward mobility.
Represent the District in contact with community elements interested in civil rights and/or equal opportunity keeping them informed of plans of action and program achievement.
Manage the EEO complaint process.
Select, train and ensure the ready availability of EEO Counselors to employee/applicants who believe that they have been discriminated against.
Responsible for the development and implementation of the special emphasis programs.
Requirements

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
One year of specialized experience which includes: 1) advising supervisors on the Equal Employment Opportunity (EEO) program requirements, such as: discrimination regulations and policies, alternative dispute resolution, mediation processes, or affirmative employment initiatives; 2) managing one or more of the Special Emphasis Program components comprised of the Federal Women's, Hispanic Employment, Black Employment, Asian Pacific American Employment, American Indian/Alaskan Native Employment, or Individuals with Disabilities Programs; AND 3) analyzing fact-finding results to process EEO complaints.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
