The VA Greater Los Angeles Healthcare System (GLA) is currently recruiting for one (1) Equal Employment Manager to work in Office of the Director Services Los Angeles, CA.
Duties
Manage the EEO program for the VA Greater Los Angeles Healthcare System (GLA) and is responsible to the Facility Director for program development, administration, evaluation and preventive advisory functions for review of both systemic problems and case-focused issues. Serve as the principal advisor in the area of Equal Employment Opportunity, Affirmative Employment, the Civil Rights External Programs, Alternative Dispute Resolution (ADR), and Diversity Management for the Facility Director, Service Line executives, supervisors and employees This position requires knowledge or Federal EEO regulations and principles, as well as Human Resources administration regulations, compliance, and enforcement skills; knowledge of and skill in performing administrative management functions. The position also requires consulting skills, and knowledge of the American Federation of Government Employee Master Agreement. While fully responsible for the operation of the facility EEO Program, the incumbent assures that all actions, decisions and plans in accordance with Human Resources regulatory guidelines by collaborating with the Human Resources Officer.
Major duties are:
Supervisory Responsibilities - Provides administrative and technical supervision/direction EEO program.
Analyzes Program Data for Trends and Barriers - Develops and conducts facility-wide analyses of EEO-related issues and programs, including reviewing systemic problems within the facility.
Program Management and Policy Development - Responsible for developing, planning (long-range, mid-range, and short-range), directing, coordinating, reviewing, monitoring, evaluating and updating EEO program activities.
Provides Technical Advice - Meets with Service Chiefs, Executive Management, and Service line managers whose workforce profile indicates a need for improvement in EEO, and assist them in evaluating the workforce by making recommendations on how minority and female representation may be increased; and by assisting them and Human Resources in implementing recommendations.
Training and Development - Develop EEO training modules and conducts EEO training, including the prevention of workplace harassment (including sexual harassment}, for all managers, supervisors and employees.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Conduct and/or managing EEO related issues;
Managing personnel; and
Developing EEO training in the facility.

Physical Requirements: The regular and recurring work of the position involves sitting at a desk, attending conferences or meetings and occasional visits to various worksites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
