This position is part of the U.S. International Development Finance Corporation (DFC), Office of External Affairs, Congressional Affairs Division. As a Legislative Affairs Specialist you will be responsible for performing staff work on legislative initiatives, active legislation, congressional correspondence, congressional notifications, reports, hearings, congressional visits, and briefings.
Duties
As a Legislative Affairs Specialist, you will:
Draft, manage, and coordinate Congressional Notification packages from inception to completion in accordance with federal regulations and agency policies.
Maintain databases of agency Congressional activities, Congressional Notifications, key Members of relevant committees and their staff, and legislative counterparts in other executive branch agencies.
Proactively monitor legislative reporting requirements and notify senior staff of upcoming deadlines.
Edit reports required by Congress and ensure those reports are distributed to the appropriate congressional offices.
Disseminate information on the agency with Members of Congress.
Assist with scheduling meetings for senior staff and principals of the agency with Members of Congress and their staff, United States Government agencies, and other relevant businesses and organizations.
Help manage the organization's database of meetings and issues discussed.

Qualifications
Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service to include:
1) Experience writing documents such as letters, talking points, and memos for both internal and external communication;
2) Experience researching, analyzing, and compiling information concerning past, present, and/or proposed legislation; and
3) Experience maintaining databases of Congressional activities, congressional notifications, key Members of relevant committees and their staff, and legislative counterparts in other executive branch agencies.
OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position;
OR
C. A combination of education and experience as listed above.
You may qualify at the GS-12 level, if you fulfill all the following qualification requirements:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service to include:
1) Experience developing outreach/education plans to be used internally and externally at Capitol Hill briefings, and meetings with Members of Congress and staff;
2) Experience drafting and managing Congressional Notifications from inception to completion; and
3) Experience monitoring various legislative meetings/hearings and keeping senior level officials apprised of significant issues or modifications relevant to foreign affairs and/or international development and/or international finance.
Note: Education is not substitutional at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
