Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The purpose of the Lead Engineering Technician is to serve under Engineering Services, providing quality control, assurance, engineering consultation, field measurements, project management and drawing review for a wide variety of construction and renovation projects to including general construction and building improvement projects as well as leading a team of non-supervisory Engineering Technicians and Construction Control Representatives. Major duties include, but are not limited to: Serves as work leader, ensuring the work assignments of employees in the unit are carried out. Distributes and balances workload and tasks among employees in accordance with established workflow and/or job specialization. Ensures the work assignments of employees in the unit or team are carried out. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. Gives on the-job training to new employees in accordance with established procedures and practices. Checks work in progress or spot checks work not requiring review, and reviews completed work to see that the supervisor's instruction on work sequence, procedures, methods, and deadlines have been met. Resolves simple, informal complaints of employees and refers others, such as formal grievances and appeals to the supervisor or an appropriate management official. Prepares and Reviews In-house/Contract drawings and specifications for competitively bid construction and maintenance repair work. Performs architectural design, mechanical and electrical design, fire sprinkler design, lighting design, plumbing, heating, air conditioning, and ventilation design. Prepares detailed cost estimates for competitively bid construction projects and maintenance repair work. Serves as Contracting Officer's Representative (COR) on projects and inspects competitively bid construction and maintenance and repair projects to ensure compliance with drawings and specifications. Reviews change order requests from contractors for accuracy and cost control and negotiates, when necessary. Utilize and maintain project management software for design and construction such as AutoDesk Build. Maintains record drawings of all Medical Center structures and grounds utilizing Computer Based Design Software including AutoCAD software. Performs other duties as assigned. Work Schedule: Monday - Friday, 7am until 3:30pm. Specialized Experience: MUST possess one (1) year of specialized experience at the next lower grade level (GS-11) that equipped you with the knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Supervisory Engineering Technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Examples of qualifying specialized experience include supervisory technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes; Instrument maker or model maker who performed design or development work on devices fabricated. At this level applicants should possess lead/supervisory experience and experience utilizing computer-aided drafting and design software. Physical Requirements: The work requires long periods of sitting in one position, climbing up ladders and crawling under buildings and sometimes being exposed to the elements. The work is mostly performed in an office setting. However, at times the work is also performed in a construction site area with inherent dangers. Work is also performed occasionally in an outdoors environment. Adequate safety procedures, training and personal protective equipment are provided to make the work environment as safe as possible.
