This position is located within the Facilities Management Service at the Albany Samuel S. Stratton VA Medical Center and serves as the Lead Engineering Technician.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Distributes and balances workload and tasks among employees in accordance with established workflow and/or job specialization. Ensures timely accomplishment of assigned tasks and ensures that each employee has enough work to keep busy. Monitors the status and progress of work and makes day-to-day adjustments in accordance with established priorities. Ensures the work assignments of employees in the unit or team are carried out. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. Provides guidance and technical direction for accomplishing the work of the unit or team. Trains or arranges for the training of team members in the accomplishment of tasks or projects. Gives on the-job training to new employees in accordance with established procedures and practices. Maintains a current knowledge and answers questions of other employee's procedures, policies, and directives. Checks work in progress or spot checks work not requiring review, and reviews completed work to see that the supervisor's instruction on work sequence, procedures, methods, and deadlines have been met. Amends or rejects work not meeting established standards; refers questions or matters not covered by standards and problems in meeting performance standards to the supervisor. Resolves simple, informal complaints of employees and refers others, such as formal grievances and appeals to the supervisor or an appropriate management official. In case of shortage of personnel due to scheduled or unscheduled leave, the incumbent will be responsible for filling in and for distributing the workload to other team members to ensure smooth workflow. Obtains assistance and/or needed information from the supervisor on problems that may arise or backlogs that cannot be disposed of promptly. Prepares detailed cost estimates for competitively bid construction projects and maintenance repair work. Serves as Contracting Officer's Representative (COR) on projects and inspects competitively bid construction and maintenance and repair projects to ensure compliance with drawings and specifications. Works with General contractor to resolve problems that arise due to error or differing site conditions. Coordinates all projects with using service, from conception to completion. Performs assessments in areas of maintenance and repair or remodeling to help determine the presence of asbestos. Perform other assigned duties. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position, all applicants must meet one of the following: SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to the next lower grade level (GS-11) in the Federal Service. Technician experience includes supervising, leading or performing work involving applying a practical knowledge of the (1) methods and techniques of engineering or architecture and (2) construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices and materials. Qualifying specialized experience includes technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and Estimator who analyzed designs for production purposes; Instrument Maker or Model Maker who performed design or development work on devices fabricated. At this level applicants should possess experience utilizing computer-aided drafting and design software. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree, or 3 academic years of progressively higher-level graduate education that is directly related to the work of the Engineering Technician position, such as engineering, construction, or industrial technology. Education cannot be credited without documentation. ~OR~ COMBINATION: Equivalent combinations of successfully completed graduate level education (beyond master's degree) and specialized experience, as described above. You will be rated on the following Competencies for this position: AccountabilityContracting/ProcurementGeneral EngineeringProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires long periods of sitting in one position, climbing up ladders and crawling under buildings and sometimes being exposed to the elements.
