The primary purpose of this position is to manage and control all operational administrative aspects of aviation resource management by utilizing the Aviation Resource Management System (ARMS). Authenticate and publishe aeronautical orders, validate entitlement pays, verify physical and physiological requirements and determine suspensions, disqualifications, revalidation, and requalification for rated/ non-rated aircrew, and parachutist.
Duties
Plan, implement and control all operational administrative aspects of aviation resource management. Provide seasoned consultative/advisory services involving the full range of aviation management functions.
Determine eligibility and entitlement to Aircrew Incentive Pay (ACIP), Career Enlisted Force Incentive Pay (CEFIP), and Hazardous Duty Incentive Pay (HDIP), (parachutist duty) on all aviation related duties for personnel assigned.
Research, validate, and interpret Air Force Instruction (AFI) Mission Design Series (MDS) specific medical and physiological requirements and flying and ground training requirements.
Provide recommendations regarding suspensions, disqualifications, man-years, certifications, advanced ratings, aviation badges and Flying Evaluation Board actions.
Perform self-inspections on assigned programs and presents detailed and comprehensive report with any corrective action to supervisor. Establish and maintain office files (both paper and electronic) adapted to the needs of the office and maintain a reference index of all files.

- Experience required in the Aviation Resource Management and Aviation Resource Management System is highly desirable
- Travel and relocation expenses will not be paid
- May be required to travel Temporary Duty (TDY) as directed by management, sometimes on short notice, traveling by military or commercial aircraft or by any other designated means
- This position is subject to provisions of the DoD Priority Placement Program
- May be required to work other than normal duty hours and tours of duty such as rotating shifts, overtime, weekends, call back, uncommon tours of duty, holidays, etc
- DFAS Case Management System (CMS) knowledge highly desirable
- Disclosure of Political Appointments is required
- May be required to attend various training courses to gain/maintain job proficiency
- Direct Deposit: All federal employees are required to have direct deposit
- Incumbent may be required to complete Chief Host Aviation Resource Management course to obtain certifications necessary to perform additional duties in accordance with published guidance and instructions

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Group Standard for Administrative & Management Position.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-7 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes providing support in managing all operational administrative aspects of aviation resource management by utilizing an Aviation Resource Management System (ARMS) or equivalent; authenticating and publishing aeronautical orders, validating entitlement pays, verifying physical and physiological requirements; and determining suspensions, disqualifications, revalidation, and requalification for rated/ non-rated aircrew, and parachutist.

EDUCATION: Two full years of progressively higher-level graduate education leading to such a degree; or master's or equivalent graduate degree in education or a subject area related to the position to be filled.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT TO VERIFY YOUR EDUCATION.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of various aviation management programs, policies and aviation service eligibility directives.
2. Knowledge of and skill in applying ARMS (or equivalent) directives, instructions, and manuals with emphasis on knowledge of personnel flight records maintenance, operating/navigating and troubleshooting ARMS (or equivalent) data system operating procedures and preparation, processing, and auditing of associated documents.
3. Skill in Ad-hoc program design, development, interface requirements and modification of various reports using the ARMS (or equivalent) database.
4. Skill in evaluating the effectiveness of the program and developing strategies and recommendations for necessary improvements.
5. Skill in inter-personal communication necessary to gain cooperation from others through tact, courtesy and diplomacy.
6. Ability to prepare staff reports and delivering briefings to flight crews to encourage understanding and acceptance of pay policies and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
