The primary purpose of this position is to provide executive support in the planning and execution of daily operations for the Commander. Communicates commander's vision, philosophy, and intent to command staff and support personnel and squadron commanders.. Conducts comprehensive organizational analysis to improve mission effectiveness and resource efficiency.
Duties
Supports the Commander, 613th Air Operations Center (613 AOC/CC).
Performs high-level managerial functions, integrating analytical and time-sensitive staff activities.
Updates AOC/CC on events, including analysis of topics covered, potential problems, and recommendations.
Plans, organizes, and executes complex programs, meetings, and visits (e.g. visits from senior government representatives, senior foreign government representatives, INDOPACOM, Senior Sister Service leaders).

- Position is designated critical-sensitive and incumbent must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May occasionally be required to work other than normal duty hours. and/or Shift work may be required which may include overtime and/or irregular hours
- Mission Essential - IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
- Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
- Pre-employment physical may be required if hired CONUS to OCONUS.
- Advance in hire may be authorized if there is demonstrable proof provided on your resume.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: (1) utilizing analytical, evaluative and/or investigative techniques to develop recommendations affecting substantive administrative/operating programs; (2) preparing instructions consistent with the supervisor's policy or viewpoint that outline new processes/procedures or corrective actions to improve work quality and/or performance; (3) facilitating the completion of organizational tasks by assigning tasks, setting due dates, tracking progression of tasks, and providing follow-up and assistance when needed; (4) ensuring leadership is fully informed of the policy requirements and important factors in order facilitate decisions
OR
EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Only higher-level graduate education in excess of the first 2 years may be combined with experience. NOTE: You must submit a copy of your transcripts
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of staff operations management concepts, principles and methodologies and the ability to negotiate complex issues and maintain good work relationships. Utmost tact and diplomacy are required to meet all requirements and ensure all contacts are handled appropriately
2. Knowledge of military command structure, missions, programs, and organizational relationships, program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating and planning actions as related to actual events.
3. Knowledge of both civilian and military (foreign and domestic) protocol, etiquette manuals and guides, policies, regulations, and procedures.
4. Knowledge of safety and security regulations, practices, and procedures; Knowledge of security practices for ensuring the safeguarding of classified information is required.
5. Knowledge of basic principles of an Executive Support Specialist and skill in basic analytical ability to discern short, medium, and long-term effects of changes in staff operations practices, procedures and policies, and to effectively analyze the various components of staff operations as part of an integrated whole; Ability to plan and organize work, and consult effectively with co-workers.
6.. Ability to communicate clearly and effectively, both orally and in writing, plan, organize, and direct the functions and staff of a small to medium sized organization and to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
- Name/Rank/Grade of Service Member
- Branch of Armed Forces
- Dates of Active Service (Start and End Date(s)
- Expected Date of Discharge/Release from Active Duty
- Terminal leave start date (if applicable)
- Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
