This position is within the Bureau for Planning, Learning, and Resource Management (PLR), Office of Policy Implementation and Analytics (PLR/PIA), at the U.S. Agency for International Development (USAID).
Duties
Develops, conceives, plans, and implements policies, policy development processes, and guidelines affecting broad, emerging, and/or critical agency priorities.
Supports the Director in performing the human resource management functions relative to the staff supervised.
Has responsibility in support of the Director for the oversight and administration of broad, emerging, and/or critical agency programs or operations as well as tasking of staff roles and responsibilities relative to specific projects and assignments.
Serves as primary advisor to the Director on various policies. Counsels senior management and officials at multiple levels of USAID; senior staff of other Federal, state, and local government agencies; and private sector clients on agency matters.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications
Specialized Experience:
GS-15 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) managing significant elements or phases of projects related to major organizational functions, performance, programs, or operations; (b) advising with high-ranking officials such as agency heads, top congressional staff officials, state government executives, legislative leaders, and executives of comparable private sector organizations; and (c) providing authoritative guidance in the resolution of complex problems or issues impacting major agency projects, and programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
