This position is part of the Office of Environmental Management - Richland Operations Office, Department of Energy. As a Contract Specialist, you will assist the team leader with discrepancies involving funding & required waivers, certifications, justifications, approvals & compliance obtained for purchase requests; recommend contract type, method of solicitation, options determinations, milestones development, and sources to be solicited; and point of contact for assigned procurements.

Duties

As a Contract Specialist, you will: Serves as a contract specialist processing requisitions and determining the appropriate method of procurement. Works with a senior specialist to ensure compliance with the specifications on advertised procurements and recommends award in accordance with the evaluation factors established in the solicitation. Evaluates proposals to determine responsiveness and responsibility of offerors. Prepares recommendations for award, documenting reasons for decisions including justifying basis for not recommending award to the lowest quote, bid, or offer. Develops acquisition plans (pursuant to FAR Part 7) by reviewing previous history, market conditions through market research processes (pursuant to FAR Part 10), and specifications or technical data packages. Conducts conferences with contractors to clarify issues on contractual requirements, such as invoice procedures and material submittals.

Qualifications

BASIC REQUIREMENT A. 4-year course of study leading to a bachelor's degree with a major in any field; OR B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level. Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. In addition to meeting the "Basic Requirements", you must also meet the "Specialized Experience Requirements" described below. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. GS-07: Specialized experience for this position is defined as one year of experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position is defined as: - Assisting with the review of requisitions to assure proper specifications or purchase descriptions; AND - Supporting senior specialist with data collection and analyzing a variety of purchasing factors and conditions to ensure compliance. OR: One (1) full academic year of graduate education or law school; OR: SUPERIOR ACADEMIC ACHIEVEMENT: Based on a Bachelor's degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society. OR: An equivalent combination of education and experience. You may qualify based on a combination of education and experience; NOTE: The total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. GS-09: Specialized experience for this position is defined as one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position is defined as: - Reviewing requisitions to assure proper specifications or purchase descriptions are included in solicitation documents; AND - Evaluating bids or proposals for compliance with specifications, purchase descriptions and/or applicable clauses; AND - Recommending proper preparation of invitation for bid, inclusion of special provision clauses in proposed contracts, or evaluation of bids and proposals. OR: Two full academic years of progressively higher-level graduate education OR: Masters OR equivalent graduate degree; or LL.B. or J.D. OR: An equivalent combination of education and experience. You may qualify based on a combination of education and experience; NOTE: The total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
