Duties
The Department of Energy's (DOE) Office of Environmental Management - Richland Operations Office is looking for a dynamic, innovative, seasoned executive to support the Manger at the Office of River Protection (ORP) and Richland Operations Office (RL) at the Hanford site in Richland, Washington in a vital role in progressing the Hanford cleanup mission.
As the Assistant Manager over all Handford Site Procurement you will:
Exercise full managerial authority and aggressive integration of all operational mission and major staff functions including procurement for the organization.
Direct all procurement operational activities, frames strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives.
Determine the procurement strategies needed to achieve mission objectives and support mission operations; identifies the need for major organizational improvements and develops the requisite plans and directs implementing actions.
Oversee and direct the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the Assistant Manager for Procurement, including the recruitment of senior managers and procurement and contracting experts necessary to ensure the success of the program.
Evaluate the effectiveness of operations supervised in terms of mission accomplishment, quality and quantity standards, financial, ethical, procedural, policy and regulatory compliance and technical and commercial competence. Change work assignments, workflow and balances workload among positions to increase effectiveness of operations and activities supervised.
Provide advice, counsel, policy and commercial guidance and instructions on work and administrative matters. Find and implement ways to eliminate or reduce significant bottlenecks and barriers to commercial or production activities and promote team building to improve business practices.
Manage the full acquisition cycle for serviced activities. Work is characterized by its complexity, sensitivity and uniqueness; acquisitions must be tailored to the unique requirements of each individual project within the framework of the overall Hanford site mission objectives.
Provide program and policy guidance to resolve controversial or critical contracting problems.
Evaluate effectiveness of policies, procedures and practices and initiate corrective action as necessary; review and evaluate procurement packages for technical adequacy; review selected solicitations prior to issuance, proposed contracts prior to award and contracts after award for compliance with regulations; review proposed contract awards, determinations and findings, justifications and approvals, memorandum of agreements, acquisition strategies/plans, single acquisition management plans, negotiation memorandums, and other actions requiring attention of higher authority.
Review and approve adjustments of physical property, equipment, and facilities as necessary for efficient and economical mission support and ensure system administration function for the STRIPES System, Web applications and other systems designed to track electronic processes, create contract documents and produce reports and administrative/management information.
Ensure efficiency and operation of automated system(s) critical to the organization performing its mission. Ensures participation of analysts on Integrated Project Teams.
Serve as principal advisor to the Manager, Deputy Manager, line Assistant Managers, and other key officials on all aspects of contracting and assistance.
Provide crucial contributions in commercial and operational planning with top management and key operating officials to advise on procurement implications of proposed management decisions and recommend alternatives based on procurement considerations.
Provide authoritative interpretations of specific acquisition and assistance policy and procedural regulations, directives, other guidance including FAR DOE, and head of contracting activity element directives.
Maintain continuous surveillance of trends in mission operations and determine the need for new programs, status of existing programs and presence of overlapping and/or nonessential activities with actual or recommended corrective action, if appropriate.
Tailor the acquisition process to meet program requirement in determining program direction at major milestones in the acquisition cycle and ensures competitive strategies are perpetuated as long as feasible and beneficial.
When required, represent the Department of Energy (DOE) in consultations with key Congressional officials, and high-level representatives of the DOE, private contractor business entities, and Stakeholders concerning the execution of the Hanford cleanup-speaking with full Agency authority in all cases.
Qualifications

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. MTQ 1: Describe your leadership of an organization responsible for compliant and efficient contract award, administration, and closeout of a mostly cost-reimbursable contract portfolio of multi-year contracts exceeding $2.8B in annual appropriations, involving construction, environmental remediation, and base operations related to the cleanup of cold-war nuclear production site.
