Duties
Charged with the responsibility of performing all aspects of procurement transactions up to and including awards for acquisitions at or under the BOP Level I Warrant authority. Prepares and submits various procurement reports required by General Services Administration, Department of Justice, etc. Develops new sources of supply by stimulating interest in the bidding. Responsible for development, implementation, upkeep and overall operation of the SENTRY property management system within the institution. Assists in the evaluation, classification, reporting and final disposition of personal property. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: GL-07: One full year of graduate level education or superior academic achievement. GL-09: Master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Experience:
GL-07 and GL-09: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GL-07:
Experience using and understanding procurement terminology and inventory account codes relating to an computerized automated system.
Experience includes knowledge of various procurement activities and various inventory methods to maintain accountability of assets.
Experience gathering information on requests for proposals and experience with identifying discrepancies between inventory and physical property.
Experience discussing procurement actions with vendors and preparing disposal schedules for excess property.
GL-09:
Experience with performing procurement transactions at the BOP Level I warrant authority and overseeing the operation of the SENTRY property management system.
Experience meeting with contractors representatives to negotiate formal contracts and experience with physical property distribution.
Experience preparing terms for contract services to ensure conformance to Federal Acquisitions Regulations and experience in classifying the final disposition of agency property.
Experience executing formally advertised contracts for a wide variety of materials and experience maintaining a perpetual accountability of assets through their life cycle.
OR Combination of Education and Experience: GL-07 and GL-09: Have a combination of education and experience. This experience must have equipped you with the qualifications to successfully perform the duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
