Vacancies will be filled in the following specialty areas:

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Serves as a subject matter expert on technical matters relating to tax-advantaged bonds and municipal finance with respect to all aspects of the TEB program including voluntary compliance, enforcement, data analysis, education and outreach. Prepares technical responses to inquiries submitted by members of Congress, taxpayers, authorized representatives, government agencies and other external customers. Coordinates technical issues and case related matters with the Offices of Chief Counsel and Appeals when appropriate.
Develops audit and other procedural guidelines and provides other forms of written and oral technical assistance to examiners.
Evaluates and resolves voluntary compliance cases. When assigned to the TEB Voluntary Closing Agreement Program, the incumbent confers with customers and representatives to explain financial, legal and other significant issues involved and the applicability of pertinent tax laws, regulations, and related filing requirements and explains corrective actions required or adjustments to promote future compliance.
Leads various teams, task forces and other group efforts impacting high priority projects and programs including voluntary compliance, enforcement and education programs.
Leads the analysis of information relating to bond issues and other financial market data from internal and external sources in order to develop classification programs for the selection of returns for examination. Reviews the efforts of examiners, tax law specialists and analysts in the selection of returns.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: experience with legal, tax accounting, or other experience that required working knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. Examples of qualifying specialized experience include: Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation. Analyzing and adjudicating tax claims, appeals, settlement offers, or similar work related to Federal tax operations. Experience working as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Experience working as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws. To be qualifying, your experience must be demonstrate the following: Experience applying the Internal Revenue Code, regulations, procedures, published rulings, and court decisions related to tax exempt bond matters and the policy governing the statutory and administrative rules, sufficient to explain tax, legal and other significant issues involved; Experience analyzing difficult factual situations and applying relevant legal and administrative authority for sound, well-reasoned decisions; Experience writing and orally communicating complex technical positions effectively and persuasively; Experience dealing directly with experienced tax practitioners who specialize in tax exempt bond area, to lead discussions and conferences and negotiate differences; Networking and relationship-building skills to develop and maintain effective liaisons with internal and external customers. Your experience should also include involvement and participation in technical and complex tax exempt bond cases; Developing and reviewing educational and outreach efforts; and explaining service policy to high government officials including members of Congress, the media, and the public.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
