Duties

WHAT IS THE TAX EXEMPT & GOVERNMENT ENTITIES DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Tax Exempt and Government Entities Exempt Organizations and Government Entities, ITG Technical Group. The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. As a project leader, the incumbent participates with and assists others in the organizational unit to perform a variety of duties. He/she organizes and leads other ITG employees or task forces of field personnel in planning, developing, coordinating and assuring completed staff action on various assigned projects and other activities necessary for effective program management. Plans, develops and executes ITG programs. Develops objectives and monitors accomplishment of those objectives. Confers with internal and external stakeholders to explain compliance, legal and other significant issues involved, and the applicability of pertinent tax laws, regulations and related filing requirements. Explains corrective actions required or adjustments to promote future compliance. Plans, develops and administers internal and external educational programs including seminars and outreach programs. Participates in taxpayer education and outreach programs to foster voluntary compliance with issues impacting Indian Tribal Governments. Develops audit guidelines and provides other forms of written and oral technical assistance to field specialists regarding highly technical and complex cases.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: demonstrated legal, tax accounting, or other experience that required knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. Examples of qualifying experience include: Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation. Analyzing and adjudicating tax claims, appeals, settlement offers, or similar work related to Federal tax operations. Work as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Work as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws. In addition your experience must demonstrate the following: Mastery of the statutory and administrative rules in the Indian Tribal Government area and specialized knowledge of the Internal Revenue Code, regulations, procedures, published rulings, and court decisions to explain tax, legal and other significant issues involved; Extensive experience with analytical skills to apply relevant legal and administrative authority in arriving at sound, well-reasoned decisions; Experience using advanced communication skills and ability to write clear, comprehensive reports and orally communicate the most complex technical positions effectively and persuasively; Networking and relationship-building skills to develop and maintain effective liaisons and customer relationships, including adherence to proper protocol in working with tribes. Your experience should also include involvement and participation in technical and complex ITG cases; Developing and reviewing educational and outreach efforts; and explaining service policy to high government officials including members of Congress, the media, and the public. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.
