This position of Supervisory Personnel Security Specialist with the VISN 8, VA Sunshine Healthcare Network Office. The Supervisory Personnel Security Specialist with the VISN 8, VA Sunshine Healthcare Network Office, has full responsibility to administer the Network Personnel Suitability and Credentialing program. The primary purpose of this position is to serve as the subject matter expert in matters of Personnel Suitability/Security & resolve questions of suitability.
Duties

The duties and responsibilities of the Supervisory Personnel Security Specialist are, but not limited to, the following:
Implements policies, conducts audits, maintains Privacy of Information, use of Automated Integrated Systems -VA's Personnel Security and Suitability Program.
Performs High Risk, moderate and low risk adjudications in cases of facility upper management and Network office personnel and/or subordinate organizations as applicable.
Assists managers as needed of Personal Identification Cards (PIV) Card Issuing (PCI) managers to ensure uniformity in the interpretation of Homeland Security Presidential Directive 12 (HSPD-12) and the issuance and revocation the Personal Identification Card (PIV).
Processes agency requests to Pass-Over a Preference Eligible or Object to an Eligible as it relates to Suitability IAW: Title 5 CFR 731.202 or Title 5CFR 315.805.
Communicates directly with the Delegated Examining Unit (DEU) and VACO's Personnel Security and Credential.
Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases and identifies and arranges development and other training needs of employees.
Provides guidance and renders decisions on complex determinations unresolved by subordinates on a continuous basis through review of completed work and assessment of results obtained.
Work Schedule: Monday through Friday 8am - 4:30pm

Telework: This position is required to physically report to the facility on a regular basis. Telework will be only be approved on an ad hoc basis (not on a regular and recurring basis) and based on the needs of the facility.
Virtual: This is not a virtual position.
CSI: This occupation is currently approved for a Veterans Health Administration enterprise-wide Critical Skills Incentive (CSI) through October 19, 2024. Candidates may be eligible for a lump sum CSI for a pro-rated amount if onboard prior to the CSI expiration date. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI." Physical Requirements: Work is usually accomplished while seated at a desk or table. Some walking and standing may occur in connection with travel to and attendance of meetings and conferences away from the workplace.
Preferred experience: Highly Qualified candidates will have completed a required Suitability Adjudicator Certification Course such as the Essentials of Suitability Adjudication Course, the Fundamentals of Suitability for Suitability, Fitness Adjudicators Course, and the Suitability Action Procedures for Suitability Adjudicators Course.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-12 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized experience includes:
Conducts adjudications of personnel suitability.
Uses Veterans Affairs Centralized Adjudication Background Investigation System (VA-CABS) to perform all functions related to the adjudication of background investigations.
Counsels subordinates, develops performance standards, and rates staff.
Encourages and acts upon employee suggestions for work improvement.
Oversees the daily operation of the unit and ensures that agency policies and priorities are being followed with adjudicating National Agency Check with Inquiries (NACIs), Special Agreement Checks (SACs), (Moderate Risk Background Investigations (MBIs), and Background Investigations (BIs); gathering and coordinating records of evidence in support of proposed personnel security and suitability actions and decisions; providing technical advice and guidance to employees, contractors, affiliates, and volunteers regarding Electronic Questionnaires for Investigations Processing (e-QIP) submission and reviewing e-QIPs for accuracy and completeness prior to submission to e-QIP approver and/or Office of Personnel Management (OPM); submitting disposition requests to the appropriate court, law enforcement agency, or other source in order to obtain clarification or additional information regarding cases.
