About the Position: Program Executive Office Simulation, Training and Instrumentation's (PEO STRI) diverse and highly qualified workforce of more than 1,000 military, civilian and contracted personnel work closely with its industry, academia, other military services. This position is covered by pay lanes and is in Pay Lane NH-04/PL1(S) (GS-14 Step 1 thru GS-15 Step 7). The Pay Lane salary range for NH-04/PL1(S) is $116,393 to $164,288. This includes locality at the rate of 16.50%.

Duties

Ensures that information security requirements in contracts appropriately address the need for contractors to provide protection appropriate to the sensitivity of the Defense Program Information (DPI). Establishes and maintains effective and efficient security programs ensuring consistency throughout the PEO. Interprets higher-level guidance and promulgates implementing directives and guidance. Provides technical advice and assistance regarding the establishment of comprehensive security programs. Conducts studies and analyses to identify program issues and develops and implements new/revised actions. Coordinates security requirements of STRI organizations with building owners and managers as appropriate. Serves as a subject matter expert on all security matters and responds to STRI organization requirements for advice, guidance and support as needed. Develops and implements information security and cyber security policies and procedures appropriate to the sensitivity of the information in the programs of PEO STRI. Reviews information security planning and monitors compliance with contract information security requirements. Ensures compliance with the guidelines for the protection of DPI. Manages network threats and reports all intrusions or incidents involving the potential compromise, exfiltration, or other loss of any DPI. Assigns work and establishes priorities; evaluates performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters. Exercises full authority as a member of the pay pool management in assessing contribution and preparing statements of duties and experience for Demonstration employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time. May be required to travel within the U. S. and overseas by commercial aircraft.
  • This position is Special-Sensitive -requiring a Top-Secret security clearance or Special-Sensitive-Top Secret security clearance with Sensitive Compartmented Access and personnel must pass a drug screening prior to hiring and thereafter.
  • This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
  • This position is identified for the Security Professional Education Development Certification Program, which requires the incumbent to obtain a core Certification: Security Fundamentals Professional Certification within their first 2 years of hire.
  • This position may be filled as temporary promotion or a detail. Upon selection, the selectee must sign a TEMP memorandum of understanding (MOU).

Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1) Providing expert advisory in the areas of information security, industrial security, physical security, personnel security, operations security and security administration of programs; 2) Providing oversight of various enhanced and collateral security programs; 3) Demonstrating resourcefulness in researching, developing and implementing new and improved security methods, policies and procedures to meet program objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsLeadershipSecurity Program Management This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
