You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (PRODUCTION CONTOLLER) in the EXPLOSIVES PRODUCTION BRANCH of the EXPLOSIVES & ENERGETICS DIVISION in the ENERGETICS MANUFACTURING DEPARTMENT of NAVSURFWARCEN IH DIV. The NT-2 pay band encompasses positions equivalent to GS-05 through GS-08. The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10. The full performance level is equivalent to the GS-9/10 level.

Duties

You will provide moderately complex inventory work including production control on various manufactured components and hardware. You will be responsible for control of production programs in which the size, complexity, and importance require coordination, constant monitoring, and resource management. You will provide regular budgetary and performance reports to senior management. You will prepare procurement packages required for procurement of components, using available procurement methods, and will present them to the Procurement Department for award. You will prepare requests for bids and submit to prospective vendors. You will use Shop Workload Management Systems (SWMS) and other available databases and spreadsheets as required to control material issues from and returns to inventory. You will provide close out reports on all programs and insures return of excess materials, tools, and inventory to the appropriate area. You will support a manufacturing organization. You will be required to report to the duty location advertised in the announcement on a regular and reoccurring basis. Occasional telework options may be available.

• You will be required to obtain and maintain a current Explosive certification.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals).

Qualifications

For the NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 (GS-5/8 equivalent) pay band in the Federal service or equivalent experience in the private or public sector supporting production controller functions by assisting in the planning of operational phases to include manpower and materials for a program. For the NT-2: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-1 (GS-1/4 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting with procurement packages by reviewing production requirements for a program. In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:

FOR THE NT-03:

Successfully completed two full years of graduate level education that is directly related to the position being filled.

OR

A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

FOR THE NT-2:

Successful completed four years of education above high school level.

OR

A combination of experience and education as described above that equates to one year of experience.
