Duties

Reviews and analyzes Regional Correctional Services’ Operations and makes recommendations to the Regional Correctional Services Administrator regarding proper utilization of manpower, standardization of procedures and security requirements, etc. Evaluates the effectiveness of controls designed to meet security requirements, such as escape, riot and civil disturbance plans; key control, tool control and inmate accountability systems; prisoner movements, Control Center operations, tower coverage, work details and all other operations relevant to institutional security. Responsible for redefining and implementing uniform training standards, expanding resources, and initiating Crisis Management Training (CMT) for institutions’ Special Operations Response Team (SORT), Disturbance Control Team (DCT), Planning Section Team (PST), Crisis Support Team (CST), and Crisis Negotiation Team (CNT). Participates in after-action reviews, internal institution investigations, institution threat assessments, institution’s security assessments, etc. Assists in the preparation of manuals, bulletins, and memoranda for regionwide or individual application defining Bureau policies on correctional and security procedures.

Qualifications

To be considered for the position, you must meet the following qualification requirements. Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate Education: Major study--correctional administration, criminology, psychology, social work, sociology, or other fields related to the position. GS-12: There is no substitution of education for specialized experience for this position. OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment. Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. Some examples of this qualifying experience are: GS-11: Experienced in coordinating personnel and providing direction in emergency or crisis situations. Experience in leading training sessions or presenting new ideas or concepts to executive staff. Experience with assessment of physical security practices and the ability to identify weaknesses. GS-12: Experience in reviewing and analyzing correctional services operations at it relates to procedures and security requirements. Experience in leading or and developing training sessions or presenting new ideas or concepts to executive staff. Experience evaluating controls within a correctional environment designed to meet security requirements, disturbance plans, inmate accountability, and other related areas related to correctional services. Experience in developing policy statements, formal manuals, technical data sheets, proposals, and/or the evaluation of correctional services programs. Experience in conducting complex investigations and a thorough knowledge of special investigative practices and procedures. Experience in establish training and liaison services consistent with established policies, rules and regulations within a correctional environment for Correctional Services programs. Experience utilizing Bureau of Prisons policies, United States Code of Federal Regulations, basic criminal law, administrative rules, court decisions, and quasi-criminal procedures necessary to apply disciplinary hearing procedures. ORCombination of Education and Experience:GS-11 Only: A combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience.
