This position will support multiple services units of the Indian Health Service (IHS) Billings Area. The position serves as Contract Support Specialist and focal point for the effective use of task order services and automated data processing contract implementation for the IHS Billings Area service units. Supports the service unit contract administrative elements as necessary and serves as Contracting Officer Representative (COR) providing oversight and functional responsibility on contracts.

Duties

Monitors type of service required, payment schedules to assure requirements are clear and concise. Monitors new and amended contracts to ensure understanding of contract terms and compliance by both contractor and government personnel. Coordinates Project Reviews, supports the technical staff in strategic business planning, programmatic schedule tracking and coordination. Provides substantive advice and guidance to managers and technical personnel on contracting methods and strategies

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. BASIC REQUIREMENT(S): Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-09: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing professional contracting work; assists in acquisition planning, contracting methodology, negotiation strategy, and contract interpretation; prepare and develop solicitation documents such as the statements of work, evaluate proposals, perform cost/price analysis, and monitor contract compliance OR Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. (must provide copy of transcripts at the time of application).OR Combination of specialized experience and education that when combined equals at least 100 percent of the qualifications for this position. GS-11: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing professional contracting work; providing guidance in acquisition planning, contracting methodology, negotiation strategy, and contract interpretation; prepare and develop solicitation documents such as the statements of work, evaluate proposals, perform cost/price analysis, and monitor contract compliance OR Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. (most provide copy of transcripts at the time of application).OR Combination of specialized experience and education that when combined equals at least 100 percent of the qualifications for this position. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
