THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AIRCRAFT MECHANIC (F-22), Position Description Number D1366000 and is part of the HI 154 AMXS, National Guard. LOCATION: 154th Aircraft Maintenance Squadron, Hawaii Air National Guard, Joint Base Pearl Harbor-Hickam, Hawaii

Duties

SUMMARY OF DUTIES: The purpose of this position is to inspect, repair, modify, and service aircraft systems, components, and assemblies, both on- and off-aircraft. Performs inspections, functional checks, and preventive maintenance on aircraft to include periodic, phase, hourly, preflight, postflight, calendar, thru-flight, and special inspections such as fuel contamination, emergency equipment, and oil sampling. Troubleshoots and performs unscheduled maintenance on assigned and transient aircraft, utilizing various gauges, meters, measuring devices and other related test equipment. May be required to perform user and organizational level maintenance on assigned support equipment, including inspection, repair, modification, and corrosion prevention. Provides data for aircraft maintenance historical records, complete maintenance data collection, man-hour accounting, and other forms as required. Instructs, directs, and assigns maintenance repair tasks to drill status guard members. Complies with safety, fire, security, and housekeeping regulations. Ensures that material and equipment are properly stored, protected, maintained and secured. Performs other duties as assigned.   • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. Ensure that the Questionnaire is completed on Application Manager. GENERAL EXPERIENCE: Experience or training that has provided the candidate with the skill to remove and replace aircraft parts, accessories, and components, and to make adjustments and settings according to established specifications. Must be skilled in the use of hand tools and test equipment. SPECIALIZED EXPERIENCE: 18 months experience or training installing, adjusting, aligning, troubleshooting, and functionally testing the various major and minor mechanical and pneudraulic systems on an aircraft during overhaul or modification. Experience coordinating the work of other mechanics, and scheduling maintenance to ensure completion of critical actions and optimum workflow. Must have the ability to instruct lower graded mechanics, military and other personnel in the disassembly and re-assembly of crash damaged engines, transmissions, gearboxes, hydraulic components, and fuel controls sufficient for the exhibit to be returned to its shipping container. CONDITIONS OF EMPLOYMENT & NOTES: Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission. OTHER REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret), the applicant must possess or be able to obtain a clearance within one year of appointment. PHYSICAL EFFORT: Requires moderate physical exertion when climbing, stooping, standing, bending, stretching, and working in tiring and uncomfortable positions. Routinely required to objects weighing up to 20 pounds, occasionally may lift and carry items weighing up to 50 pounds. WORKING CONDITIONS: Works indoors and outdoors in inclement weather on icy, wet, hot, and slippery ramps; aircraft surfaces, work stands, and ladders; and in temperature and humidity extremes. Subject to the dangers from exposure to toxic fumes, dust, dirt, grease, lubricants, points, solvents, high pressure air and fluids; fast actuating aircraft surfaces such as speed brakes, flaps, and landing gear; engine noise, heat blast, and intake suction; rotating propellers; explosive munitions; electrical voltage; cartridge actuating devices; liquid oxygen; fire or explosion of aircraft fuels, etc. Frequent exposure to the possibility of cuts, burns, shock, strains and broken bones. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted. d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. e. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). f. This temporary limited appointment may be converted to a non-temporary appointment without further competition. m. If you are selected for this position, you will be eligible for health and life insurance and you will be covered under a retirement system. n. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected. o. Selectee informed in advance of the reasons for, and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be affected at any time without adverse action procedures. p. Temporary promotion may be extended for an additional two years, not-to-exceed four years, with National Guard Bureau approval. q. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.
