The primary purpose of this position is to: serve as 480 Intelligence, Surveillance, and Reconnaissance Wing (480 ISR WG) Civil Engineer (CE) responsible for planning, programing, obtaining approval/ funding, and executing Real Property Maintenance Account (RPMA) activities.
Duties
DUTY 1 Represents 480 ISR WG as the Engineering Program Manager and plans, organizes and directs the activities of the 480 ISR WG engineering function ensuring compliance with legal and regulatory requirements and mission needs are met at multiple CONUS and OCONUS locations.
DUTY 2 Performs as 480 JSR WG lead engineer in the management of civil, mechanical, electrical, (to include uninterruptable power systems I UPS! systems) and architectural disciplines relating to the global mission.
DUTY 3 Develops and maintains comprehensive, accurate, well-justified and long-term project, program and funding strategies to meet identified mission requirements through various funding sources within the Air Force and National Intelligence Community.
DUTY 4 Performs supervisory role/position of civilian personnel.

- A current certificate of registration as a professional engineer issued by an appropriate licensing agency in one of the 50 States or U.S. territories is desired.
- This is a key position. Incumbent must be removed from any military recall status if alternatives are not available for filling this position during an emergency.
- Requires temporary duty (TDY) travel as directed via military or commercial transportation to Continental United States (CONUS) and overseas locations.
- Must possess a four-year degree in engineering with extensive experience in the professional occupation and areas relating to facilities and/or infrastructure.
- A Master’s Degree and/or professional registration are highly desirable.
Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Professional and Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR):
GENERAL ENGINEER 0801:
A. Degree: Engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or
(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Professional knowledge of a wide range of engineering concepts, principles, and practices relating to emerging engineering technologies as applicable to information processing and construction. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of a wide range of multidisciplinary professional environmental and facility engineering theories, concepts, principles, standards, methods, techniques, materials, and equipment, as well as knowledge of standard construction and contracting regulations, practices, and procedures to detern1ine compliance with federal, state, and local codes and regulations.
2. Knowledge of the operations, products, services, needs, and goals of the programs and organizations studied or served as well as related customers, functions, resources, and users; automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; and financial management principles and standards.
3. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
5. Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating into the planning, design, operation, maintenance, repair and upgrade of installation natural/built infrastructure; and ability to plan, conduct, and record site/facility surveys and inspections.
6. Ability to plan and organize work; analyze, interpret, and apply rules, regulations, and procedures in a variety of situations; recommend timely and economical solutions; coordinate with other engineering disciplines and architects; communicate effectively both orally and in writing; and maintain good working relations.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. This position is designated critical sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed.
2. This position has been designated by the Air Force as a Testing Designated Position (TOP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short-notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
