You will serve as an Electrical Engineer in Code 221 Hull / Electrical Branch, Engineering Division of the Carrier Planning Activity (CPA), NAVSEA Program Executive Offices (PEO) Aircraft Carriers in Portsmouth, VA.

Duties

You will serve as a technical subject matter expert in the Command for various shipboard electrical systems supporting aircraft carrier functions. (e.g. electrical/IC systems, SSTGs, CPTGs, Emergency Diesel Generators, MG sets, Switchboards etc.) You will assist other engineers, engineering technicians and ship life cycle managers in all aspects of aircraft carrier overhauls. You will provide specialized technical knowledge for electrical systems and a working knowledge of naval architecture and engineering as applied to their cognizant systems. You will perform statistical analysis, naval engineering, project management, and life-cycle cost analysis You will maintain Incremental Maintenance Plan (IMP) line items for all maintenance requirements (e.g. time-directed assessment, maintenance, repairs and certifications) related to cognizant systems/equipment to ensure accuracy and completeness. You will assist in development, review and management of Baseline Availability Work Packages (BAWPs). You will develop special engineering studies related to maintenance of new systems or resolution of discrepancies in existing systems. You will develop long range maintenance strategies for troubled or slow to degrade systems as required to support the aircraft carrier 50-year life cycle. You will participate in Technical Assessment Team (TAT) reviews of all assigned Ship Change Documents (SCDs). You will support program review meetings for upcoming aircraft carrier availabilities and budget Review semi-annual meetings as required to provide recommendations for scheduling and to provide technical advice and guidance on specific SCDs. You will develop and deliver technical briefings on cognizant system issues to conferences or meetings as requested. You will evaluate the effect of deferring maintenance on aircraft carriers and develop risk assessments to document the impacts to aircraft carrier life cycle strategies. You will prepare tasking documents, coordinate projects, negotiate due dates, and review farm-out engineering services products.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector as a professional Engineer planning, coordinating or evaluating life cycle support activities for shipboard electrical or electronic systems and components (e.g. acquisition, design, maintenance). Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
