You will serve as an Electrical Engineer in the Public Works Department (PWD) Portsmouth, Utilities and Energy Management Branch (UEM) of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will assess electrical utility systems in collaboration with tradesmen to identify system vulnerabilities, as well as conservation and resiliency opportunities. You will analyze electrical engineering work performed to determine the factors impact system performance or design specifications. You develop risk-based mitigation strategies (construction, repair projects, studies, etc.) to resolve vulnerabilities and innovative design concepts for improving system reliability and resiliency. You will brief senior leadership on plans to support projects and technical proposals. You will induct all relevant utility requirements, make risk-based priority recommendations, and track requirements through all phases of development from planning to sustainment to ensure high-quality, timely execution. You will prepare utility requirement Statements of Work (SOW), Statements of AE Services (SAES), Independent Government Estimates (IGE), and programming package components, such as project justifications and briefing slides. You will provide technical expertise during execution of relevant projects and studies, to include design submittal reviews, construction submittal reviews, and project close-out verification and testing. You will assess system preventive maintenance program health in terms of code compliance, alignment relative to industry standards, and completion rates, and develop solutions for improving deficiencies. You will actively review utility asset inventory information, map locations, and property record information and coordinate with applicable stakeholders to resolve discrepancies. You will investigate unplanned utility events (outages, etc.), determine causal factors, actions that can be taken to prevent future occurrence, and track actions to ensure completion. You will detect problems to determine root causes for the problems in order to recommend positive corrective action. You will analyze methods of testing to determine effectiveness in the evaluation of systems.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

The selective placement factor is: This position requires a current registration as a Professional Engineer (PE) in the District of Columbia, Guam, Puerto Rico, or any State in the U.S. NOTE: You must submit a copy of your registration with your application to be considered for this position. In addition to the Basic Education Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Possesses knowledge of utilities service contracting processes and the electrical utility industry as regulated under the Public Utilities Regulatory Policy Act of 1978 (PURPA) to include the rate intervention process; 2) Negotiates with utility companies, contractors and other organizations on significant and complex matters; 3) Conducts research and comprehends, analyzes, evaluates and applies concepts and engineering/technological developments to resolve utilities contracting and procurement issues as well as to solve engineering problems; 4) Prepares Government Estimates of A&E contracts which include assessing work of all design and engineering disciplines; 5) Plans and directs the activities of other architects, engineers, technicians and planners in order to resolve unusual and complex problems; and 6) Resolves highly complex and difficult problems using innovative and previously untried methods. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
