This position is located in the Support Services Division, Office of the Executive Director, Bureau of Global Public Affairs (GPA/EX/GSO), Department of State (DoS). The mission of the Bureau of Global Public Affairs (GPA) is to serve the American people by effectively communicating U.S. foreign policy priorities and the importance of diplomacy to American audiences and engaging foreign publics to enhance their understanding of and support for the values and policies of the United States.
Duties
Reviews modifications to solicitations to address matters such as specification changes, rate adjustments, language ambiguities, and/or clarification of contract clauses and provides recommendations to the Contracting Officer (CO).
Assesses prospective contractors’ financial responsibility and ability to produce required good and services within budget, on time, and at the levels of quality required by the contract.
Enters amendments and modifications in Integrated Logistics Management System (ILMS) to add/delete positions or reflect other contractual changes or modifications.
Coordinates with Program Managers and Subject Matter Experts to draft and/or revise technically sound and
accurate Performance Work Statements, including technical evaluation criteria and government cost estimates.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in providing contract and procurement policy/program management support including resource planning, systems, goods, and services.
Experience in reviewing modifications to solicitations to address specification changes, rate adjustments, language ambiguities, and/or clarification of contract clauses and provides recommendations to the Contracting Officer (CO).
Experience in utilizing negotiation and/or persuasion to obtain compliance or agreement with contractual positions.
There is no substitute of education for specialized experience for the GS-12 position.
