This position is located in the Office of the Trial Judiciary, Office of Military Commissions. The Attorney Advisor reports through a Senior Supervisory Attorney Advisor to the Staff Director, who is responsible for overall support for judicial activities under Chapter 47A of title 10, United States Code, as amended by the Military Commissions Act of 2009 (Title XVIII of Public Law 111-84), 10 U.S C. §§ 948a, et seq., (here after MCA 2009) and the 2012 Manual for Military Commissions.

Duties

Incumbent typical work assignments may include the following: Leads a trial team of one or more attorneys, one or more supporting paralegals and a court information security officer. Provides advice and legal support to the Chief Military Judge and up to eight sitting military trial judges. Researches case precedent, legal documents, periodicals and textbooks. Consults key academic and practicing experts and reviews successful public national and international sector practices and models to prepare recommendations; and drafting opinions and orders. Analyzes on an ongoing basis, military, domestic, foreign, and international court procedures

  • This position may require up to 25% occasional travel away from your normal duty station for official business on military or commercial aircraft
  • The incumbent may be required to work other than normal duty hours

Must possess the first professional law degree, i.e. Bachelor of Laws (LL.B.) or Juris Doctorate (J.D.), from a law school accredited by the American Bar Association. 2. Must be an active member, in good standing, of the bar of the highest court of any one of the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, the Virgin Islands, the Trust Territory of the Pacific Islands, and any territory or possession of the United States. 3. This position requires you to have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements: You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Advising a senior supervising attorney, presiding judge, senior military commander or comparable leader / decision-maker on the requirements and responsibilities imposed by Public Laws, Rules of Procedure, Rules of Evidence, and case law impacting the provision of fair, just and impartial trials, And 2) Conducting legal research and analysis on a wide range of criminal and / or national security law issues which at times require adapting military, federal and international legal principles to resolve the issue presented. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume.
